It takes ages to seige a pob that's core 2 even. You need like 6 battleships.

For anything higher it takes hours, and you need even more battleships + forces to handle Lolwut level resistance, by that I mean people that will most likely re-engage.

Because the rule came into effect after that base was built (and got to lvl 5).
