While i think this is a good idea I do not think though that it is a good idea to restrict it to freighters only. Perhaps I am wrong and I didnt think the price split thoroughly.
If you want to try to test it though then try the smuggle route to Leeds.
I just think the prices would need to be adjusted since there is that freightor that needs payment for the services pretty much. Just like a miner.

i have made a thread before supporting freightors moving shipment onto planets. That's a cool idea. But you will need to have a 2 person team at the minimum to pull that off and that might be hard at times to gather.

For the people complaining of FR5, wouldn't someone just be able to make a new charachter to circumvent it?

FR5s are arbitrary though. It's a faction right and all it requires is RP to be approved. The staff just process them, they don't weigh in and on them decided whether they are good for gameplay or not.

Report the abuse of FR5 then. Oh wait. There have been no more than few FR5 in the last year.

inRP wouldn't the satellites get destroyed by the navy or some other vigilantes or something if they are being used for smuggling.

And as they are freelancer anyone can dock and see that its pretty clear....

inRP wouldnt the Leeds satellites be destroyed as well then by your logic?

inRP wouldnt they be scanning the ship's cargo bay as the ship flys to dock with the planet?

These 'inRP' things rather ignore a lot of things.
Example:

Maybe to ease your inRP hunger then how about this. That satellite is controlled by some civilian group on the planet that is covering the stuff up and making it look and seem normal while in fact there is smuggling going on.

We need more battle systems, planetary ones.

we do not need more systems, though, and kusari is turning into a civil war thing atm. that is a whole house for your battles there.

I am extremely skeptical there were only a few FR5s last year. I filed many myself.

'I' - please don't try to push forward your personal opinion as a fact. Nom is entirely correct that such satellites are not easily detectable by lawful presence, much like unlawful bases.
