I can say... i know some pirates coming to Pennsylvania, and IT IS GREAT!! new players also need to know how to RolePlay with them and know how to acomplish with demands!! and usually i pay the taxe (when i know that pirate demands usually is fair hehe)... but sometimes i try to run away, for some action also hehe.
But I also seen (recently) some pirates demanding 5.000.000$ to a newbie Sunburst with less than level 50... for sure, that pirate know he will not have enough, its just an excuse for blew up something... argh.
As many of you know, we has serious problems in Pennsylvania with a Xeno and his friend... just destroying everyone (doesnt matter the faction, freelancer, Universal, DSE....) just shouting "foreing will die!" or "For liberty!" and BOOM..... Thanks to admins, that crazy annoyer has been banned... (but he still around... we know it, with other names). Also some days ago, i saw Rogues with Scylla Destroyer pirating miners... (LOL)...
From my point of view, and for protect newbies, we can add a simple rule... "Ships with level less than 50 cannot be pirated in sector E-4 in Pennsylvania" (the level is just an example... it may vary), its like a Safetly area. As you can see in the image that cover only Erie and small square in the mining field. Of course, if you are more than level 50... take care of pirates!
I think this way, newbies will have more safetly time for learn about how to work and RPing with others.
Admins, please keep an eye again around Pennsylvania, overall with some NEW WILD ships apearing there... I think the pirate/wild/xeno (or whatever) destroying an inocent transport just because a police aproach to you isnt fair, that inocent has nothing against you... THIS happening recently and newbies paying with their lifes without sense.
I once had a pirate demand I drop my entire cargo When I pointed out that he could only carry half of it, he explained that he was going to blow the rest up. He wasn't doing it for an rp reason, it was purely out of a wish to waste my time. When I did what I was told, he killed me anyway. I won't say what I think of him.
I've had several encounters with pirates while showing some new people the ropes. I tell them to sit back and observe the interaction between pirate and miner. And I show them how the encounter can be fast , funny, and good rp. Talking is the name of the game. 99% of the time the rp is good , the laughs are many , and both parties fly away satisfied.
me as well, tho earlier today in Colorado, i saw a pirate waran, stop a transport as i flew past, the trader didn't respond, as i was going through the lanes, i thought ill go back and have a look
so i did, even then the transport didn't respond much apart from open fire with his zappers, he didn't last long
luckily i was in range of his cargo, in my serenity, i tractord it, and escaped before i could be stopped (good fast ship)
i sold his cargo and sent him half for his troubles
good aint i!
so yes interaction with pirates is always good until you get the "2 liners" which just annoys me, as most traders know what the outcome will obviously be

Here's a quick advice; use a proper miner ID if you're intended to work as such. With a Freelancer ID, the droprate of the ores/helium (what ever you mined) is very low.

At the time I wasn't intending to "work as such". Was trying to build up enough capital to just get started.

I vaguely recall that being the advice I got when I started the first time. Which might have been before 2013 now that I think about it. Old brain, memory overflow.
I didn't do any mining the 2nd time around, I just did a few trades and used it to explore a bit. A bit too much actually, got caught by the Marne docking ring bug! (but all was made good).
Still working up to the largest cargo ship a Freelancer can use. Still exploring.

He acting against rules if after you acomplish his demands he destroyed you. If you acomplish the demand (pay credits/drop cargo/any other RP demand) that pirate MUST leave you in peace till next encounter (in other system for example)
3.3 Aggressors are not allowed to issue further demands during the same encounter after the trade vessel has complied, or destroy a trade vessel prior to issuing a demand, in system or local chat. "Halt" on its own is not a demand, however, a trade vessel can be destroyed if they refuse to stop after being asked to in the form of a proper demand.
ALSO... I must say to all pirates: If you came with your massive group of crazy pilots just looking for engage, use conneticut system, if you dont want Conneticut that mean you looking for some RolePlaying.... the hell!!!!! start a clear RPing prior your engage!!!!! shouting "ENGAGE!" IS NOT SUFFICIENT.... But more important If your desired target is already in a RPing Battle... WAIT A BIT!!!! Do not ruine the others interaction just because you want to shoot something!!!.
Lets play FAIR!!!!!!
And overall... DO NOT COOPERATE WITH YOUR FACTION ENEMIES FOR ENGAGE SAME TARGET.... thats totally unfair and out from RolePlay. (example: Outcast+Corsairs+Wild+Pirate ID... we saw this recently in Pennsylvania)

Of course!! A lot of players can confirm it... im constantly dropping messages about "keep calm....", " better pay them and continue..." and so on... but you must know I already know some pirate names around, and mostly they coming to Pennsylvania just looking for chaos and destroying newbies... in those cases i MUST advise them to run away and try to keep them alive and continue learning.
Some pirates also can confirm... with proper RolePlaying and fair demands, I always pay them! LOL its much better for me to pay them the taxe and keep teaching newbies hehehehe. That cannot happens recently due the... facts.... around Pennsylvania.... You know, some WILD destroying everyone 2 days ago (and they still exactly same behaviour than the banned Angry.Xeno)... there is also a post from a new player being destroyed by one after acomplish his demands... We only can try to run away for save the life...
Personally... i has really good Roleplaying with some Rogues official, some indie Pirate ID.... and others... the problem are those CRAZY killers!!!

Johnny is right -- you know that you could have filed a sanction report, right? Because that is very much against the rules. That's not a "pirates suck!" thing, that's a "this pirate broke the rules of the server" thing.
