I don't think this is a very good idea and would actually be a step backwards to the no RP/no PVP rule we had in New York back in 2006. Let me break it down for you.

I'm entirely against rule sets which serve to coddle others. Always have been. But this is especially important as this wouldn't affect vets, but rather people who don't even have a solid grasp on what the game is about and how the community works just yet.

Piracy in Pennsylvania encourages them to roleplay, fly intelligently, hire escorts, and interact with the community at large. Do I think people should keep the old rule 0.0 in mind and be more thoughtful of the little guys? Absolutely. But the minute you start imposing rules which affect new players you slowly begin to change the attitude of the server as a whole.

This should be a game about people interacting with other people regardless of circumstance. Not a game where interactions are arbitrarily decided to be legitimate or not based on a number or an IFF or an ID. The piracy encounters help them learn, and if you're that concerned then help police the system as I know you and many others have already been doing.

Penny should not be free from roleplay, but at the same time rule 0.0 should be in use by all the sides. As well as common sense and server rules.

I agree with all that... for sure!.... i say it because we are some players sure about a recent perma banned player for broking several rules is back with other name... and still attacking all newbies around. The consequence is those new players dont like this and they leave us.

I must agree Pirates SHOULD be everywhere! that is one of the fun part of the game... but there is nothing funny when there are some others trolling/abusing/harasing/interfering/killing...

My apologize if you thought i was talking about other things hehehehe, its just because that CRAZY killer love to attack smallers for fun, its a real threat for the newbies eyes.

I say again, Pennsylvania without threats would be bored (for some players hehe) and not only that, those encounters ARE NEEDED for newbies learn how to interact with pirates, but recently they have no chance for interact with them when they just shout one word and blew up the newbie...(Later shouting him "you are dead, leave the system"...

As newbie system, it need a bit more effort from everyone to keep newbies learning, not leaving.

I never said about free from roleplay... totally reversed, Pennsylvania MUST have much more PURE roleplaying for newbies learn interactions.

What harm would turning the start system into no PvP/RP space do? Is that harm greater than the benefits? The situation where a newbie suddenly enters an area where most players are more experienced and are unrestrained as well, is quite similar to bringing your tier I tank in War Thunder to a tier V battle.

In all seriousness, newbies are currently having a really tough time, while the server is desperately craving for fresh blood. If not this, is there something else to be done that could improve the server's hospitality?

Is that a good idea though? It will also increase the amount of lawful only players that come out of Penny I fear. I always hope to encourage some people to do piracy when they see me. I never tax noobs high so I don't see me as being a problem there. If I am then no one told me yet.

I don't think that anyone's ever complained about you here, but there players who like (ab)using loopholes. I am sure that my idea would be abused too if it was implemented, as everything else, but I am not sure if the abuse would be greater than its use.

As of an increase in lawful players, does that not cause more unlawfuls to spring up because of having something to do?

PS: Maybe you should also take a look at this page. Too much red by my opinion.

Sadly it does not. I am Angeling more the last days and I am hanging out in Penny with both lawful, unlawful and just generic traders to see. Out of ten players you might get one pirate. The others are becoming navy, traders or hunters.

With such law enforcement presence, I wonder how can pirates even do their job in that system... Maybe everything is better than I thought after all, since I never visit it.

Still, there is a lot of red in that page despite this, while I have no idea what is the reason. The Core is only a part of it.

No no no... i will try to specify:

1. ALL systems NEED to have pirates hehehehe, they are a really important part in the interaction, OVERALL into Pennsylvania and interacting with new players. Newbies will learn Roleplaying
2. The problem ARE NOT the usual experimented pirates, mainly they are perfectly fair... with fair taxes and good RolePlaying, PERFECT! Experienced pirates will teach better!.
3. The problem ARE THOSE trollers... annoyers... abusers of smallers, this is why im asking to admins to keep two EYES in Pennsylvania... the abuse behaviour is taking presence there already.
4. My idea is only in sector E-4 (see the image) based in the rule 5:

5 Characters of level 29 and below or ships using a Recruit ID may not be attacked unless they: Wrote:Attack first by draining the shield down to 50% or firing a cruise disruptor.
Are at the scene of a battle and refuse to leave when told to leave.
Take an active part in a roleplay interaction.
Possess a codename (Class 9) weapon.
Attack a player base.

Would be a new rule:

5.1 Pilots with level 50 (or maybe 40...) and below CANNOT be pirated/attacked into the safe sector E-4 in Pennsylvnia unless they: Wrote:Attack first by draining the shield down to 50% or firing a cruise disruptor.
Are at the scene of a battle and refuse to leave when told to leave.
Take an active part in a roleplay interaction.
Possess a codename (Class 9) weapon.
Attack a player base.

In this way, i think newbies will have more chances against those abusers just shouting no sense words about rules.

[EDIT]: Note, for all those players with more than 50 level... everything will still as now. The sense is protecting new players.

That is true... a lot of navy or bounty hunters, but you know why... because those newbie abusers. We are a really big group of friends loving help newbies, and they created their own Navy or Hunters characters in an attempt to keep newbies a bit more safe. Thats all.
