I imagine that there might be some method of obtaining the ring parts illegally that could be explored. Maybe corrupt bargains with Ageira employees that do have White Box clearance. They might have struck some deals under the table in the past.
Or well there is also the possibility for something like GRN, having our own type of Docking Ring. I mean Coalition is known best for tech hybrid stuff, stolen tech to make their own tech. But like Lyth said I suggest something like Planet Tomniako with the Red Cross and a Satelite inside the Planet for landing on landing sites.

Oh, you might contact Hellfire Legion. They have skills in disassembling Jump Gate and reverse-engineering salvaged parts into Docking Ring, apparently. /sarcasm
Majority of non-house Docking Rings lack any lore behind them. In the last four months, 4 different factions claims/starts/meddles with Docking Rings without involving Ageira. And there is absolutely no lore or basis for that, except for Digital Anvil or Discover modders adding them without thinking it through.
I am yet to submit Development Request that would propose few ideas how to end this stupidity.
In the mean time, we have this awesome substitution for Docking Rings:
Having a simpler, INRP less efficient and less hi-tech alternative to Ageira docking ring based on some different concept available to less advanced factions wouldn't be bad development.

Or we can just say that during last 700 years since invention of Docking Ring ship hulls have been reinforced and are able to do atmospheric landing. We already have non-docking ring landings, so why not just go with it.
For me the whole concept of docking ring was always weird and I take it merely as ingame representation of landing ability. I mean I understand the concept of mooring point - the ship moor there and cargo is delivered by space elevator from the ground. It saves lot of fuel which larger ships would have to burn during take off from the ground, not to mention that really large ships are physically unable to make re-enter into atmosphere without risking serious hull damage due to forces which are pushing onto them - they could probably survive it due to advanced materials, but doing it on regular basis is not realistic.
But the docking ring? What is the point of bulding massive structure and forcing the snubs and freighters to fly through it? It can´t prevent any planetary attack anyway, because attacking forces can simply enter the planet´s atmosphere anywhere else.

Docking rings as space elevators makes much more sense for fighters as well.
