Welcome to Disco. The ID you are asking is for the members of the Khara player faction and you should go to their section HERE and look over the relevant threads as well as examples of other players applying for it.

Do not expect an easy way in, since the ID you are asking for is essentially a sirius-wide terrorist ID.
