Just that he creates models, (very thankful for this), it doesn't justify such RP. Currently, just assume it hasn't been authorized. Furthermore Livadia is a base, even the Zoners as a whole are quite generic, the bases aren't as these are defined and logically administered.

If i remember correctly, Livadia is a special case. Due to it's pivotal nature, no single person or group administers over Livadia completely, just a wing if they happen to possess one.

After all, in the zoner/order drama last year, Phoenix got told off by the admins for claiming to control Livadia entirely.
