You already struggle finding people to RP with on a regular basis by just flying through space and not agreeing to meet at X over Skype beforehand. Do you really believe that insta engaging indies would be healthy for a roleplay environment?
What's to stop people from just shoting you while typing. How are you supposed to know which indies RP and which ones just want blues? What you're proposing is terrible.
Roleplaying is cool. Most people (including me) really enjoy that, especially in events and when done in original manners. But I don't think insta-engaging indies would ruin that. By all means, I'd like to think this would give everyone a good reason to join official factions, as they will require roleplaying abilities. When some indie comes and opens up on a LN ship, go get him with style.... call on your faction buddies, start doing some patrols, RP to your heart's content saving traders!
Its way more exciting this way, because saving a trader would become a VERY hard task and thus very rewarding! Instead of stalling for time inRP, the trader will have to hire an escort just to give himself some space while he calls for the Police or Military to step in! Id say, this would be action packed and exciting for everyone!
No more whining about "Q_Q he didn't roleplay enough and blew me up". Instead people will group up, form trade parties, system patrols, space will become dangerous and all the RP abuse would stop like that annoying stalling for time or crusing while the pirate types, that sort of stuff.
More action, more RP opportunities in groups and factions, especially the official ones. This would even "convert" many indies to join factions for the team RP opportunities.

I really don't want to have to be stressed out all of the time wondering if the next Freelancer I see is going to decide they're bored and lob lasers at me for no reason or without notice. It's bad enough having pirates that plop down a few lines of RP and give little time to type anything. Can you imagine how many players we would drive off if RP wasn't required before combat? I'm here to role play most of the time, not pvp. I'm even trying to get a friend to enjoy this game's RP - it's working fair so far. The constant fear of wordless pvp engagements would probably drive us both away from Disco, honestly.
I'd be voting no. I also like the freedom to pick and choose your allegiances as a Freelancer, so I'm not really behind making Freelancers lawful-bound, either.
Finally, encouraging people to join factions is neat. But, we shouldn't force people into it.

There are already PvP servers NON RolePlaying... we are a RolePlaying server
EDIT: Using NON RolePlaying server, dont care about language... you can use Rusian, Chinnesse servers just for shooting things... dont you think? Really need interact in NON roleplaying servers?
Everyone will make chars for the sole purpose of raiding whole systems, grouping together with like minded individuals to silent engage and kill everyone they see, limiting in-game RP to a minimum. The guy who tries to type a few words will die before he gets to finish the sentence. And since this will be a normal happening, he'll stop even trying.
RP will be exclusive to closed little groups, circlejerking and assuming everyone is out to get them all the time. The ones who are not lucky enough or do not like the idea of being in a group all the time will be left out in the cold, and never get to have some RP.
Those closed groups will get smaller and smaller eventually, and die off a lot quicker than they'd normally. And the place will become a pvp heaven for the pvp lovers who think that RPing is an awful thing in the first place.
I've nothing against pure pvp people. I pvp all the time. However, as far as I know, this server's purpose has always been to be a platform for RPing people to have their 'stupid' RPs, favoring them and giving them time to write out their things before they get to the dying part. And it's cool. I like it. I do not need to immerse myself by shooting everyone on sight.
The policy was never to turn the place into a pvp place. If that changes, to increase the population, maybe, sure, your idea is good. But so far, Disco was meant to be a place for type type people to come and type in a slightly modified freelancer universe.
What ? 120 players? Are you sure you're playing Discovery Freelancer? Because I never saw it higher than 80, MAX. 90 players during the evening and especially during the weekend. I am in the EU with GMT+2 and I actually sleep at night.
