I used to have a faction that utilized the Pirate ID as a terrorist ID. I gave us a ZOI but you could as well not do that and attack whatever you want.

Wouldn't it make more sense for them to use a Liberty Rouge or other Criminal ID? Better equipment... etc...
Pre-nerf Pirate ID'd players would go around pirating military ships for 10+ million hoping they'd refuse the demand so that they can pew. They were able to do this everywhere.
I also disagree they have better equipment. Look at the Pirate ID tech chart. Gunboats are easily usable at 75% core.

Cannot use any transports with more than 3,600 cargo, except for the Pirate Train.
Allowed ships: Fighters, Freighters, Transports, Gunboats

In my mind i see no reason for a pirate to treat house space and non house space differently in terms of what they can request. Like what is the point of this rule?

Indi pirates should only be able to pirate traders or snubs not caps , if they are given this line they will ask Navy capital to pay or die which will trigger bad things making man other ids useless because of wide ZOI of indi pirate ID

It will make no sense IRP, there are many other ids to ban house caps i.e revolutionary Ids
