So in short, my ability to develop my faction depends on the goodwill of a single "admin approved" lore designer, and if that person hates me my faction is screwed?
You seem to be vastly overestimating the influence official faction leaders have on lore development at the moment, and you essentially want to cut that too.

Just no.
Well, yes, in a way that is indeed what this would mean. This is sort of the reason why, actually.
Instead of people arguing how changes influence their faction and their ambitions, they would be forced to work with the tools they are given. Because for some reason the position of an official faction has become a seat of power and one that brings a huge amount of drama. One that a non-staff member should have never had on Disco in the first place.
In 2016 we are in a community where the title of a faction leader is translated to not the ability, but a RIGHT to drive the progress of said faction, regardless of those around them.
Imho, players should not have any ''rights'' to anything. They should instead humbly present their RP abilities so that their ideas are viewed upon by the staff and then implemented if they are deemed to be a positive impact on the game environment.

So what you're saying is that the power that's currently in the hands of a non-staff member that worked hard with his faction should be given to a non-staff member that wasn't involved in that faction.
This reminds me of a certain Russian politician with a really classy beard.

Especially since official factions reserve the right to retcon any events that they seem as undesirable for - mind you - THEIR progress, rather than their ID or NPC Faction. How many times we have heard the following line "...was done by indies, so not like it counts IRP.''
With this system, the suggested changes could be impacted by both indies, unofficials as well as officials - it would be up to the Lore Designer to chose which of the provided roleplays to make canon.
Actually indys can have a big impact on lore if they become popular enough, they can quickly rise the ranks to officialdom and then shape the NPC factions lore to their own liking.
So I wouldnt brush off the indys just yet and they make up the biggest proportion of players in disco. Remember it only takes one indy to come in with a vision and everything can change.
Funny thing is that currently we already have ''one person'' calling the shots. A faction leader.
As Prot already pointed out, the only actual change would be that the role would be filled by a Team member instead, which translates to less chance for an absolute cretin to end up in a seat of power, while also giving the ability to swiftly replace that person through admin intervention as admins have dealt with other admins in the past.

I cannot even put into words what an awful approach this is. In case you weren't aware, official faction leaders generally assume their position because they care and know about the faction. Leading a faction is hard work, and that you're just telling us that "haha no you shouldn't have influence, some random other person who might have nothing to do with the faction should!" is plain stupid.
You're trying to ruin factions, ruin the efforts of those that lead them. I can't believe you're actually seriously suggesting this.
Spazzy, I think you should drop this idea. Go grab some vodka or beer. Sit for a couple of hours while drinking and realize what you actually wanted to propose here. Maybe you'll realize this idea... isn't that of a good idea.
I am not suggesting anything, Karst. The opening post specifically states that. It is practically impossible to implement this change at all - this is to discuss what difference would it make IF it was possible. Also, you misunderstand the role a faction would have in that case. The faction leader would still be very much expected to come up with ideas, just in this case he would pitch them to whoever is the lore dev for their ID. This would also let said ideas be pitched by indies and unofficial groups along with the official one.

Back in the times when I was really active, official factions basically had no other privileges except for being able to recruit on the forums compared to unofficial ones. Abolishing them would have made more sense back at that point, now it doesn't really.
