TL;DR description of the event:

As a diversion before a move on La Fere Prison Station The Council begins a propaganda campaign against the Crown: spread as many documents defaming the nobility on Quillan as possible.

Due to Quillan's landing controls still being in royal hands The Council cannot fulfill the task using their marked ships, therefor only either undercover ships or allies neutral to the Crown will be capable to deliver, meaning the following IDs: Freelancer, UC, IMG, GMS, OSC, ALG, {AFC}, Zoner, Junker, IRG, OSI.

The delivered commodities will likely be considered contraband, and hunted by Gallic lawfuls, officials and indies alike: GRN, GRP; who in return will be countered by unlawfuls trying to protect the documents, officials and indies alike: The Council, The Maquis, Gallic Brigands.
