Why should I have to do that? Are factions the only ones with any say on this server? Do we ignore ideas just because they don't come from an official faction?

Kinda, as a unofficial faction it takes way more effort to change something, it's way easier as a official faction.

There is at least one vanilla unlawful faction per house that I remember whose lore had always fit the terrorist ID but was pigeon holed into a pirate role when the community began escalating focus on increasing the size of the story required before pvp. I can rant for days on how this ocd focus on extensive rp has deviated from the original intention of the server but I digress.
Excluding the nomad/wild factions, Gaians, Xenos, Bundshuh, Farmers Alliance and Maquis would be these terrorists (a fair more can also argue this status, revolutionaries - terrorists , semantics depending on who wins). From the get go when we first implemented the ID'S containing rules thsee ID'S, by there own lore, would've been far better served with terrorist rules rather then being burdened and limited to pirate like rules. As much as I hated things like FR's and restrictions to RP there was a pretty solid reason why this vanilla factions weren't automatically given terrorist rules and left open to be claimed by the next group passing through. Having the gloves taken off to pvp has headaches on multiple levels and even when given to capable hands/leadership it still creates problems to consider.
First thing that comes to mind is the social stigma that develops when properly doing terrorist activity. I have lots of experience with this. Not sure if it was widely known but I was invited by David and joined Das Wilde in late 2008 less then a year into joining Disco when I was still relatively unknown member. Mwerte was as strick a leader as it comes and every member was hand picked by him and drilled to be what we were meant to be. A threat. Needless to say no matter how much we stuck by the rules and rp of our faction and ID we received lots of forum hate. A proper group of terrorists will suddenly appear and wreck the place up. There will be victims and many tears. I used to say my Singularity Cannon was fueled by forum tears.
I liked how Dave was seasoned at dealing with this. His grip was iron tight and only he decided who got invited to join after he spends a ridiculous amount of time following character with his many different ships. It's exclusive in the extreme but it was necessary. Under his leadership no DasWilde was sactioned either as Das Wilde or with their other characters and each member was actively entrenched in ongoing rp in the server through various chars. We still drama. He pulled it off for years which turned out to be an exception to the norm when new wild rp was attempted in other parts of Sirius which was stricken by regularly collapsing leadership that couldn't balance playing the ID as it was meant to be played and fending off forum outrage and/or otherwise coping with it.
You, I believe can handle a faction equipped with a terrorist ID. Being an administrator leads to more flak then some simple orgy of pewpew pvp and you should still have your tear cup handy somewhere. Your leadership and iron grip is undeniable as evidenced by your extensive Disco career, but what happens if/after you leave? Wit an in house vanilla ID being made into a terrorist ID will it be prudent to be exclusive and inevitably lowering the faction ID''s overall population or take the risk of recruiting members that get triggered by the drama and use the ID for facepalming activities? How will this change effect current and future indies using the ID? Once the ID is changed and if for some reason the faction ceases can any old group have a shot at the ID? How many rolls of this dice can Disco afford before the ID is in wrong hands? In these situations in between factions how will this impact Kusari if no independent or faction is filling in the role of FA?
Lots of questions open up from just the one question you asked. I personally believe you can do it but depending on how long the server lasts it's quite possible that the answers are bigger then you and I.

But Felix, we have the Xenos. It hasn't broken Liberty or the server. For some reason it was always ok for the Xenos to have a terrorist open ID but not for any of the other houses, and I don't really understand why. Even after being an admin and being in on the discussions I don't understand.

I'm not even an unofficial faction. I am a guy standing here making a suggestion.

I never realized Xenos gained terrorist rules. If they had it during my time in staff then they completely escaped my notice, meaning they did no harm. Well good for them. Suits their lore better then piracy. Glad we have precedent. I'm going to do some Xeno research thus evening. If I've been wrong, and it wouldn't be the first time I under estimated players, then there would be no reason not to turn FA, Gaians, Maquis etc into their proper roles.

As far as I remember the Zeeners always had a limited terrorist ID. They couldn't use caps and it was restricted to their Zoi. It's not like Monstar or the Phooms flying all around Sirius mucking things up.

You can be a terrorist to the same extent with the ID as it is now though, just that you'd need to throw in an extra demand and engaging only when they decline it. That's for transports, though. Farmers can attack anything non-transport that's not Samura as it stands atm.

I'd very very much like to see an -actually conservative- faction appear in Kusari, though. Every faction that represented the "conservative" side of Kusari were always stupidly liberal and never reflected any of the social issues Kusari is intended to have. Even the Hogosha, supposed yakuza, have stereotypical otaku nerds flying around as henchmen and generally avoid doing anything remotely unlawful...

Can only hope you'd bring a conservative faction out, with or without the ID change. ^^
