Oh for crying out loud. This whole thread makes no sense whatsoever. If you think the attackers cheated to kill that base faster then go and sumbit a report to the admin team and do not cry on the forums.
Because if you do it will look like you are just butthurt because you lost the base. If you already submited the report then just simply wait untill the admins investigate the matter and at some point you will notice the results.
If the base was out of supplies and if it was shot at by 17 Jorms (I counted 16 + 1 SCRA carrier + 2 Vidars on my screenshot), which constantly used their whole powerplant regeneration with cerbs only, it would last for about 9.833 minutes, with any additional damage, such as from cruisers or bombers or the SCRA carrier's additional core power, excluded. Hidden Jorms are excluded too.
A core 5 POB has 32,000,000 HP.
A Jorm recharges 260,000 U/s.
BS Cerberus efficiency is approximately 0.41 Dmg/E.
The POB shield lets 3% of the damage through.
I'm getting really tired of a select group of people around here who believe a certain game mechanic isn't functioning as intended despite a health bar, shield, weapon platforms to defend the base, and supplies needed to keep the health up being part of that mechanic.
Actually, something truly isn't functioning properly. Many bases are easily hammered to 1%, but then they hold at that 1% for a hour. The last percent of Reutlingen lasted much longer than any other.

Sounds a lot more like the "it's so close" effect. I don't remember ever seeing that in any siege between '14 and now.
