Sounds a lot more like the "it's so close" effect. I don't remember ever seeing that in any siege between '14 and now.
A Jorm and I with my Jorm besieged a core 1 POB in New Berlin about 2 months ago. It took us about half an hour to an hour to drop it to 1%. And then we shot. And fired. And so for another half an hour, until the Rheinland fleet assembled. Although they were inferior, I did not want to let the base regenerate, so I agreed with my friend that I'd keep besieging it while he'd keep them busy. He lasted quite long against a cruiser and two bombers, but the base HP did not move a millimeter. Then it was my turn, and I died. Fortunately though, they did not use the chance to resupply the base for some reason, maybe it denied them access. It did not repair, and I was able to respawn in two hours and bring it down alone. It took me about 15 minutes.
Congratulations... the last remaining active official rheinland trading faction can now die in inactivity peacefully along with all the other official rheinland trading factions. Enjoy your emptier house.
Can't say that something is wrong here. Sombra's video is 87 minutes long. That could be enough for grouping up lotta jorms, to reach the pob and destroy it. Remember the Solitaire Metropolis siege? I cut off a lot of video recording, so for you it was only 37 minutes long, but for us it was about two hours. Yes, it was quite longer, but consider the fact that in Solitaire's situation RHA decided to begin with Long-Rage siege. Everything is calculated right. And the message you received in the System chat was just a noticement that the base was -still- under attack.
