Let's just say that adding a sellpoint on Rochester for example would simply result on lawfuls camping the junker base inside of a field.
So if there is camping to be done - it might as well be the most populated planet in the game.

Not to mention that some players within the lawful factions would be willing to jump down the Congress' throats about letting say a smuggler or a Maltese dock.
Simply put making a sellpoint on Rochester will make massive camping yes, and after the event the Junker's Congress would have to deal with the screaming and complaints of certain military powers with the ability to reconvert Rochester back to the scrap it was before. No one really wants that.

I for one would love to 'confiscate' Artifacts in my Battle Bison.

Dunno about this but I thought fr5 decisions were a shared choice between JM+Congress, o well. Event did say to discourage fr5s. Besides, that was an example.

It would have been nicer in Bretonia, or Kusari.

But I guess they went for Manhattan because that's the furthest, hardest, most active, and the most profitable.

Apart from Nyx said, I am not too fond of these "Why didn't you put it in X" comments, because it is defeating the purpose of even making events. There are always ''a different place you could put it''. Kusari got its event a few days ago, Bretonia has its own thing planned, Rheinland needs to simmer down after the whole base siege and Gallia has a thing going for it for a later occasion. Omicrons? Ended with a bang last time.

Anyway, this is ''just an event for the weekend'', don't think too much about it and just go and have fun. Jeez.
