Hello,

For the longest time, Liberty and Malta have had a rough relationship. While most of it is attributable to the prior leaders of Malta, I believe we can agree that these days the fighting is only benefiting one group.

But, I ramble. Hello. My name is Sabrina Iltzmann and I represent the Republic of Malta, a counter-political group that opposes the current path of the Maltese Nation. I'm sure by now, Liberty is aware of our view of the Republic. The 72nd Fleet, our current arm of our armed forces, has on several occasions patrolled Liberty space, and at times even sent capital assets to defend Liberty from the invaders known as the Slomon K'Hara

Now, you may be wondering why I'm saying any of this. Unofficially, the Fleet had secured a small promise of non-aggression regarding K'Hara patrols. Lately, however, Commander Santiago has come to us in the interest of securing a cease-fire between the Fleet and Liberty.

This is my proposal.
Liberty agrees to officially cease hostilities towards any ship sporting the marker of the Fleet (72nd|). In return, the Fleet, with the Commander's official word, swears a promise of restricting access to Liberty to vessels of fighter and freighter-class, with exception to capital assets only in the case of heavy threat by forces Liberty considers to be threatening (K'Hara, pirates, The National Council in some cases).

Please reply with your opinion on this proposal. I, as well as the Republic, would love to just stop the fighting, but I'm more than aware that it's not that easy.

Pleased to meet you Miss Iltzmann,

My, that was quite the tongue twister, even for me. Moving on to actual business and none of my mirth, it's good to know there are some diplomatically sane Maltese descendants running about. What troubles me is how you've reportedly secured a non-aggression pact with a group of tyrannical aliens most of us are sworn to incinerate on sight.
That's a very sour pickle of information Miss Iltzmann. But I suppose the current Council is forcing that regulation upon you given their 'stance' on matters of the same, be that as it may I've also noticed you've said nothing apart from the fact you oppose this Council.
What makes you different? It's very easy to disagree and to take up arms against something, but a complete other ball-game to have a fundamental uniqueness upon which your stance has grown. Tell me that over anything else.

Now while I personally see no problem in allowing some of your snubcraft within our borders within the due course of time and within due course of Libertonian law, I do have a slight concern regarding your freighter class vessels. I'm going to be very blunt here, please forgive me, but if this term is ever granted let's both be very clear on the matter that orange dust of the Maltese assortment will be 'severely frowned' upon. If this isn't the case for your fleet, then you should have nothing to worry about. I will however amend that clause for you, to as follows.
Your freighters will undergo the process of a strict registration procedure, granting you a license to navigate within our borders and trade legally, only the freighters you have registered may enter Liberty at any time, those that have not taken the time to fill out this paper-work will find themselves pulled over by the nearest patrol and turned back from whence they came.

That concludes my input on this matter, I leave any further discussion to the other parties you've mentioned, the success of any pact or policy will depend on a joint approval between the armed forces and then the Government, for now however I will abstain from both denial as well as approval, good luck Miss Iltzmann.

Mr. Reeves, I thank you for your hasty reply to this matter. Hearing the LSF's stance on this matter is good to know, and the Secretarys have been informed and have reached a verdict. While we understand that this is simply input from your end and not the final request of the Republic, regarding the useage of freighters the meeting ruled that the request is acceptable, and that Liberty has all rights to make the said request.

I will inform you, however, as well as any of the Liberty Government representatives who view this that the Fleet, and by association the Republic of Malta, do not under any circumstances find trade of Cardimine acceptable in any form. Freighters bearing the Fleet's marker are legally bound by both law and honor to belay any mass shipment of Cardimine and refrain from allowing others to do so.

In this sense, however, I am requested to ask if a limit can be enforced for ships to be allowed to carry Cardimine. The Fleet, as well as some of the Republic's representatives, me excluded, rely on Cardimine to live. Our pilots who choose not to turn to alternate means would be withheld by Liberty law, and freighters en-route to resupply these pilots would be turned away.
I propose a limit of three units per fighter, and sixty units per freighter. This way it minimizes the risk of Liberty's citizens being subjected to abhorrent amounts while still supplying our pilots with adequate supplies.

Also, on another note, a matter of clarification is needed. When I spoke of 'non-aggression regarding K'Hara patrols', I was speaking of the Fleet's non-aggression promise from Admiral Jack O'Neill of the Fifth Fleet in regards to the increasing K'Hara presence. The Republic of Malta under no circumstances condones these invaders' actions, nor accepts mercy unless in extreme situations. I do hope this has cleared things up with that matter.
