3.7 exists to protect new players. Your Terrorist ID is still bound by it. If an underlevel character is not participating in a battle, is not following you around to seemingly report on your position, not engaged in roleplay, is not carrying codenames, event cargo or other items but is literally just watching a battle, you have absolutely no right to engage them. Period.
25 million credits were removed from the character who scored the kill.
I was told that it was the Aoi to give the order as well. An official faction should be a bit more aware of the server rules and show some sort of level-headedness and self-restraint when flying a terrorist ID. I know I should not be the one to talk here, but still.
