Well, if you are caught in such a spot, I would say it is your own fault. There is nothing wrong rules-wise about it, unless you are CDed by a player who should not be doing so (unhired/unbountied freelancer, recruit ID, etc).

Yeah , happen to me to , basically it is trolling/abusing game mehanic by my opinion .
Example , i fly in LR Destroyer , Liberty Navy LF/HF/VHF player has no way to defeat me solo , ( and has no RP reason to attack Destroyer solo to , couse he cant win in that situation , to quote NPC : "it is suicide to attack" ) but he abuse game mechanic by keeps using almighty CD at me and NPC Patrol /POB/NPC Base damages me .
There should be rule not to CD human opponent when he pass near hostile object , or to nerf CD to avoid all sort of similar problems in first place .

Guys. Are you for real? Killing an enemy through the use of NPCs and environment is as legit as any other way.
This game is not a "honorabu PvP vacuum", you know. This talk here gives me memories of Dark Souls' and Souls-like games' PvP...

NPCs are a part of the game environment and will treat pirates as hostile. If you get caught by them during a fight, you might want to rethink your fight locations. For example not sit next to Manhattan.

Actually, it wasn't inside New York, let alone Planet Manhattan - I don't lurk around planets or major bases beside fly-through moments. Sometimes there are NPC gunboats spawning at very random locations, such as Texas Gate in Bering or at Cambridge Gate in Omega-3.

Good call to get the "real meaning" of the rule back into just 1 rule thread.
If veterans have to look up things in the "clarification" thread and my rule knowledge feels murky (which has not happened before), shortening the rules likely was taken too far.

I don't think Gunboat patrol should spawn in any independent system.

The gates even if in independent system are still IFF'd to their respective military so I don't see why the gunboats won't patrol to make sure the gate is safe. Move 5-10K away from the gate and you're completely free of their rule. In reality that's what independent systems are - a buffer between two nations with respective militaries guarding the entrances.
