So, since it is not a valid ID, could you fly with the object in the hold without being in violation of the 2 ID rule?

Please don't. Feel free to have as many as you want on a bank character, but do not confuse less-knowledgeable players by showing two IDs.

But..

Wouldn't it be *much* better to have the 'one ship, one ID' applied to every ship, even bank ships?

I can see people using this as a dodge 'oh but that was my bank ship' when they get reported for having two ID's on a ship.

Maybe have the rule state that a bank ship must be tagged as such or something.

Just my 5 cents worth.

I'd just make banks be recruit ID'ed stargazers that would not move from wherever they were placed in case they used a restart. A tag would be helpful regardless though, but it's not a rule per say.
(Just make sure it doesn't get hit by 1.6)

Well, correct me if I'm wrong, but I believe you have no explicit reason to move a Bank ship out of Connecticut, so that shouldn't be a problem (or a valid excuse, for that matter).
