You could have it in the Taus where Bretonia/Gallia/Kusari's ZOI's overlap? Tau-29 is within both Imperial Kusari/Republic Kusari's (Tau-29 borders Kusari) reach as well as Gallia and Bretonia (They have the Taus on their ID).

How about Liberty forces do some surprise ( suicide ) attack in heart of Galia , using Temp Jump hole ( or my Jump IV civilian carrier who was spying Galia for months ) , something similar to "Doolittle Raid" retaliation strike that USA did to Japan in WW 2 after Pearl Harbor ?

^ I dont need it , i have Jump IV ship and survey device ship , but i cant just take bunch of Liberty Navy ships in to Galia ( out of its ZOI ) by my self , so i trow idea in "Where would you like to see the next event" idea topic .
