the thing is that another player with a liberty navy tag started giving me orders to leave liberty space. so am i ok to have a order gunboat in liberty space?

Hi there, you should read the house laws lf Liberty, there you will fin what ships can be allowed there. But in general, as Order is considered terrorist organisation, so their ship are. And its strictly forbidden to have pirate ships in house space.
