As I understood it, GRN was supposed to get Cali ZoI ages ago. It seems to be held up a little.

It's a side effect of the Carcassone being next to the trade lane. The game selects mission zones at the end of the lanes and if it detects a gate, picks zones in California and Manchester as well.

You can sometimes get DSE missions on Baltimore that go to Alaska as well.
