I am sorry for offending you earlier Dab, but when your a Xeno, and you have a cruiser and 2 fighters on your tail, then it's impossible to get the screen shots of the cruiser catching up to you, because the fighters are right behind you with guns blazing.

Do I need to point out that the NPCs use cruise mid-fight all the time?
Uh, yeah, that's NPC's, not Players. Capships have reduced thruster speeds for a reason. Put yourself in the situation of a lone fighter vs. a Battlecruiser. Now obviously, you would want to be able to run away from the battlecruiser. But lo and behold! He can cruise to catch up to you and kill you! [sarcasm]NOW ISN'T THAT FAIR!?[sarcasm/]

NPCs also try to pirate Admirals off battleships. And fire at their own bases, I have plenty of screens at Deshima.

The people of the Disco community will argue that this is allowed, but Fellow Hoodlum says otherwise, stating that this is "Interpreting the rules." If it ain't allowed, then it should be stated in the rules!
You are allowed to continue pursuit of a fleeing fighter ... if you thrust beyond CD range (2-3k away) it doesn't mean they have to disengage from chasing you. You get 5k away ... 10k away ... sorry ... cruise can be used to catch up to you.
Now then ... if you "thrust" away from a battle ... its still considered fleeing a fight and you will have to leave the system for 4 hours and not re-engage those you were fighting (which is the remainder of that rule). I don't wanna hear any loopholing that, "oh ... I didn't cruise or dock so I don't have to leave the system" or "I didn't cruise or dock so I can re-engage you." You really cannot have it both ways. If you thrust beyond CD range and your pursuer cannot catch you ... you will have to leave the system and not re-engage.

Isn't that when you engage your own cruise engines and fly away?

The only way I could see Cruise being fair in a battle is if there was a way to limit the speed so cap ships would have say half the speed of a fighter. But this would present a few problems if there wasn't a way for a player to set the speed of his cruise engines it would make flying in formation impossible. When I first started on the server I disagreed with this rule but after going up against a cap ship in a fighter I wouldn't have it any other way it would just make the game EXSTREAMLY unbalanced. You can bet that if this rule was taken out all you would see is battleships all over the place there would be no room for the fighter pilot after that.
What it boils down to is it's a rule, and I don't see it changing any time soon. So instead of complaining about it try to make suggestions to how they could change it so it was still fair for everyone.
