So you have a small population of people that live to 150, keeping a stable (for now) population, due to the effects of the drug (either sterility or lack of sex drive)
That means you aren't expanding while everyone else is, which means you are dying out and will eventually get absorbed or defeated, especially in war since you can't breed replacements for the casualties.

They sell it to all of their allies and make billions out of it. Although, they arn't the only producer of drugs (Synthetic drugs produced by Cryer for example) although they probably do own like 90% of the trade in Sirius.
And like Tenacity said the majority of Liberty is addicted, a significant numer in Bretonia (due to laxer laws regarding it) and a fair amount in Rhineland. Kusari is less affected due to their isolationist attitude and the Hogsha keeping the Junkers out.

No, very few are actually addicted outside of the GC, LR and LH.
As I said, make an offer to liberty, rhiendland and bretonia to stop the flow of carti and watch them jump on it.
Also look at the very nature of cardi addiction, you get sick very quickly and die soon after. There would be no long term riots, it would be over very shortly for most.
Back to the main point, it makes no sense game universe wise for the independant factions to have cap ships and turrets equal to or better than those of the houses. The resources, technology and need is greatest in the houses and the game should reflect this.
