I believe this is because non-native english speakers are just ignoring the apostrofe. Maybe because it is not used in their language and they do not see the difference, as they regard it like something similar to comma. Which was my case for a looong time.
Now instead of writing the apostrofe (which is hard, because I would have to switch keyboard layout, as it is not present on Czech keyboard layout) I write "it is" instead of "it's".

To be honest, as non-native english speaker, I have no idea what that "sentence" means. Except "Hi" and "here".
This is something that especially eastern Europeans (especially Russian villains in James Bond movies) seem to do: not use pronouns when they should, or use wrong ones. It's probably caused by a similar reason to why native English speakers often find it impossible to use the right "der die das" pronoun in German because it would simply be "the" in English.
An example from here (added the missing words in red):

I never feel guilty when submitting violation reports as my intention is not to take revenge on someone who might have wronged me but to prevent such behaviour happening uponto others.

Then another mistake I see often, repeatedly made by the same people:
Whether you did filed a report or not, it is still my fault.
Correct:
Whether you did file a report or not
or
Whether you filed a report or not
Other examples:
I'm looking at something I did not even dreamed of
Correct: I'm looking at something I did not even dream of
I did'nt knew that
Correct: I didn't know that.
In a nutshell, you don't use the past tense when you already used it in "did". Maybe someone can find a better explanation, my grammar comes from my gut and not knowledge of any rules.
The inverse mistake:
He was kill
Correct: He was killed
He was destroy
correct: He was destroyed

Finally, something I also often do:
Not using contractions when one would in spoken or even written word.
Like saying "I did not know" when most people would say or write "I didn't know" or sound goofy.
I think it may be linked to it being harder to use shift to get the apostrophe than to type out two words on some keyboards?

while I did forget the first "blue the", the second one in front of evidence could be skipped if the author means evidence in general, not "the evidence" in specific. Same for "via a report" vs "via report". "Via report" could mean via reports in general, as opposed to "via a report" meaning the specific evidence via a specific report.

English as Second Language. What does that make me? EFL? I speak english as 4th and, therefore, 3rd foreign language and I don't mind if people point out mistakes I make repeatedly. It is somewhat of a nuisance to have every mistake pointed out, but the ones I keep repeating are probably not accidental.
