According to the mactan lists, Corsairs and Rogues are indifferent to each other, which means they can go from full red to full green.
The major factor preventing full green would be the empathy to 3rd parties.

Corsair never meant to work with the Rogue, both has different issue and not too forget their close buddy Hackers. So if Corsair ever pick a faction into the Liberty that would be only Xenos.
