I am led to believe that all permacloaks besides the admin cloaks are going to go away. They've done nothing but generate salt.
I'm sure insta-cloaking nomad lolwut capitals won't create any salt at all. However the point of SRPs is to prove that a single individual is capable to take responsibility for having something beyond the common stuff and not abusing it.

Instacloaking won't be a problem. For the nomads I'm confident it will help them, mostly because of what they get to interact with (read: shooty shoots)
SRP-wise, no idea if Permacloaks are going to be an allowable thing. I feel it could be easily abused but "still in the limits of the SRP"
Correct me if I'm wrong but giving everyone including indies access to cloaks that are a guaranteed getaway from any fight without PvP death are bound to be abused hard. I think this change has more potential for abuse than permacloaks did.
If that happens, their ability to instacloak will be removed. Also, if you are in the nomicrons, get a cloak disruption. We have this item ingame for a reason.

Cloak CDs are already beeing circumvented by having a sacrificial lamb trigger the user and then the others cloak in the cooldown time. If someone keeps an eye on abuse and actually acts if its happening fair enough.
Simply wait and see how it plays out. Any changes can be made, quite literally, in a few seconds and a server reboot.
