Something sprung to mind and I wouldn't mind knowing where this stands so far as the rules are concerned.
Say a player who is under level 30 and using the Civilian ID is carrying contraband (or other restricted item), do the faction authorities have a right to enforce their laws upon such an individual? They can of course request that they drop the cargo, but what if they refuse, are they permitted to open fire? Likewise, I believe a pirate can neither demand money or cargo nor fire upon such a player, so this should also apply to authorities.
I feel this needs to be made clear one way or the other.
They(overlvl30) can do what they want, as long as they don't shoot him or CD him. They can in RP ask him to drop, but they cannot eliminate, nor damage him
I usually just put him on a list and then when he is 30 cruise on over to him.

look at it this way... someone who's using a civilian ID and is low level (<40) is not able to afford a large transport ship. At most they're using a freighter, and none of the freighters have over 500 cargo space.
It's also exceedingly dangerous for that player to go out to the areas where contraband is acquired in order to bring it back to someplace like new york for profit.
Generally, they're just ignored because they arent making enough of a profit for you to fine them anyways.
Typically speaking, this would involve Cardamine found in wrecks or, in another scenario, a new player might scoop up some contraband whilst passing by a ship that was just destroyed by the authorities.
As for going to dangerous areas to blatantly smuggle contraband, there is actually a very profitable route that involves little risk (two of the relevant factions are either neutral or only just hostile to begin with, killing a few of their enemies will fix that if necessary). I won't mention this route, but it's certainly not out of the question in a Rhino.
Do all the RP, if they resist arrest then put them on the wanted list for when they get overlevel, and if they say "lol u cant touch me im level 29," report it.
