They had something similar to Vahalla one in Gallia, which allowed them to create Jump Gates, Trade Lanes and other stuff. It's very likely they created their Jump Drive technology based on either that or like any PoB owner from publicly available blueprints from some University. Same for cloaks. Gallia might not have much contact with Nomads apart from We.are.here.too|Aoi, but there are still enough people smuggling Nomadic Materials to Gallia (which is a way more likely story than both Junkers selling Jump Gate technology to Gallia AND another K'vosh vault on Ile-de-France.
