So as it seems my strategy has been catching on, I'd like to clarify a few things. Jumping using a Geb is not permitted. The ship is not the correct class to use the equipment, and it's powercore was not properly updated. Additionally, from my own experience, using a cloak disruptor was extremely effective in preventing the use of this combination. Being visible means people can CD and cancel the charge much more easily. Using both the cloak and the Jump drive makes a 2-step counterplay, which is moderately difficult to achieve, but not impossible. There is a large list of counterplays available for you to discover and use, as I've already created a good list of counters. A ship has two pieces of equipment you have to deal with, optimally with two other pieces of equipment. It IS possible to do so with only one, if you know how.

Most people are playing this game for months and years. Getting the cash for a cloak disruptor isn't hard, as people also get the cash for getting a cloak.

Area-defense cruise disruptors working along with cloak disruptors + being mountable onpy on caps is what we need.

How to achieve that? Maybe an short range/lifetime cruise disruptor with soke k radius of effectiveness. U fire, it poofs and works as cd

Alternatively, cloak disruptors should be fuelless and their refire should be balanced by some time + deactivating your shield when used.

Cloaks and JDs are fine as it is. The fact they're not limited to a single factions makes it ever more O.K.
I don't see why people don't like them.
Let's be real here, instead of buying Cap 8, you can buy Cap 6 and a cloak. You won't have that much hull, but you'll have the element of surprise.
