I'll admit I'm guilty of this elsewhere, but I've since learned that it's poor form. Shiz and the others who aren't going out of their way to fervently take a dump on Toris have a point - $%!# or get off the pot.

So why bother responding and attempting to berate such person? Why be toxic piece of crap in this community? Not cool and I hope staff actually takes care in form of warning for this harassment even if it is Toris' thread.

True, but you can't really expect the people of this community to be beacons of morality - I'd actually put my money of them being in the other direction. There gets to a point where people are just like "ugh, not this again." We've reached that point.
It's essentially the boy who cried wolf. If he stayed away for at least a month or two at a time, his words would carry more merit and thus be something people would take a bit more seriously. While this doesn't really excuse people taking the mick, it comes from an understandable perspective.
