Heavy Battleships come with four Heavy Slots, four Primary Slots and 7-10 Secondaries. If you want it to be a carrier, give it two Heavy Slots, four Primary Slots and 10-16 Secondary Slots.
I think that some Dragons players were wanting a Heavy Battleship, given the fact that the Togo is a Light Battleship that at times, has a hard time delivering a punch.
