I'm here because.... well. I'm an old fashioned sort. I see brother greasing up to fight brother and I see sickness. I see doom.

Fill me in. I’m new to this job. I wanna’ know why, a self-professed socialist state, railin’ against uncontrolled corporatism, demagoguery, an’ rampant totalitarian corruption, would wanna’ fill their twenty year long allies full of plasma rounds an’ poison our allies against us. Why, after twenty long years of workin’ together, you would up and out deign call us fascists.

It doesn’t bite. Perhaps I’m a fool – but it makes zilch sense to me. I don’t understand why two causes, fightin’ for the same objective fight, would turn on each other. You’ve seen the rage my pilots have towards you – it’s not because they hate you. It’s because they feel that a trusted old squeeze has placed a gun between their teeth and pulled the trigger whilst we slept. We’re no fascists. When Freeport Two was evacuated, we collaborated with the humanitarian group, Med Force Enterprises, to get everyone off, regardless of who they were, what their affiliation was – we even saved the lives of bounty hunters. On Hamburg, we’re largest supplier of homeless shelters and foodbanks. Us. The Unioners.

Here’s the facts; The Unioners love the Commonwealth of House Liberty like a lost brother. We love what you stand for and the reasons you stand for it. For enough time for a child to grow into a man, we gave you our munitions, ships, and ordinance to use as you saw fit. Durin’ the war between our houses, we worked together against federal fleets alike – both the Libertonian and Rheinland navies. We gave the Legion the capacity to reach the Rhein – we did. We helped you. Put down your guns and we’ll continue to do so.

We did everythin’ we could to help you. Both of you. In your hour of need and then some. Y’all wanna’ know why we attack Synth Foods shipping in Tex’? Because in our homeland, the people of an entire planet are bein’ turned into slaves by Synth, by the Military-Agricultural complex that the corrupt navy lets happen. In a free society, individuals would have the right to farm their own farms. In the military dominion that is Federal Liberty, nobody cares if foreigners die and suffer. Nobody cares if the very ideals of Liberty are compromised in the name of the flag. We’re in Liberty to root out the hypocrites at the top, not to bother the little man, Just like you are, Legion. We hold it true that our syndicalist ideologies have international application – and your people are the damned closest to that ideal we see in the cosmos around us.

Harmony. In your hour of need, we came to you and rescued you, whilst the Legion shot at you, and at us. We gave you food, water, medical supplies. We’re still savin’ your asses even today – bailin’ you out from fleet incursion after fleet incursion. My men and women fight and die with your men and women. Your space stations are built from the hull panels we manufactured for you. We helped you build your fortifications in Bering. Everythin’ you have, we helped you get, and expected absolutely nothin’ in return. Nothing.

I wanna’ bury this hatchet. Have we all gone insane? We have a common enemy and that’s the federal republic – the nomads, the power brokers at the top of the pile. Why do their wetwork for them? Why turn on each other when, together, we could actually succeed in our collective crusades?

Maybe I’m a fool. Maybe I’m not as sophisticated as you navy types. Because I have no idea where any of this came from – where any of this started. Our history is a long one of totalitarian jackbooted fascist types stomping on our necks. We hoped you’d all be different. We backed Admiral Thastus and Admiral Knight because we saw in them the kind of men and women we dreamed the future would be comprised of.

No tricks, no lies. I’m here, disclosin’ my identity as target number one, because I want peace, not threats, to be the legacies of all of us. There’s no room to manoeuvre on that.

Are we so far gone from the souls of our fathers that'd we'd wilfully forget the scriptural truth? There's no place in heaven, for those who put good men in the earth.

'Ah propose that we come together and take stock of what we mean to one another. No more snipin' from the shade. No more. I won't call a single shot against the Legion without the Legion firin' first, no matter what your response is.

This is not a conflict we want to fight. Remember. Remember the battles our peoples served together. Know that we are not your Remus.

To this end, I offer the Hellfire Legion one hundred million credits of re-enumerations for any insult perceived or real. I reinforce Harmony's right to co-operate with whoever they so choose, without interference from us.

Mister Weiss,

I have to admit, this is an unexpected change of tone from the side of the Unioners. We received only sarcasm and unwanted aggression from one Miss Riehl. You have put this communication before us reasonably, and I, as a man of reason will now review it and consider all that you've said as I answer you, point by point.

Let me first preface this by being frank. I have only held my office for just about a year, maybe slightly shy of it. I am as doubtful of why we fight as I was of our forces apparently engaging Harmony. But given what I've learned and seen through the course of the investigation, it's that certain aspects of our Legion sometimes manipulate the facts and force the rest to follow. I'm no spook, that's not my ball-game and it'll never be something I entertain. If I'm being fully and truly honest, given that we turn the other way for the Xenos, when they terrorize everything that isn't Libertonian, I'm not sure why it is that we've been in an official state of conflict with you.

Now normally, this would be something the Commonwealth would address, but I'm prepared to swing my weight about for the sake of being reasonable. What we do not appreciate is your movements in Texas, the Commonwealth has evolved since its founding days into a Nationalist-mindset. This is why your.. logistics within the region isn't exactly appreciated, especially with the disdain the average Legionnaire has for the Junkers, whom we leave alone, for some reason.

An Internationalist Movement locking heads with a Nationalist Force. I'm certain that caused a few sparks, which when fanned enough, whether for political gain or otherwise burned a lot further than was perceived. I don't know for certain, but you've certainly prompted me to check how all of this began and gauge whether or not we're fighting a real battle of justified magnitude.

You've made me an offer, but what I'm going to do is move to renegotiate your terms. I'll call my men down, provided you fulfill the following terms.

One, the Unioners will not move any of their assets beyond the border at Bering, meaning you are barred from entering Texas, with potential exceptions being approved joint-strikes or cooperation, I'm not saying we're friends again, but that may be a potential line of exceptions should the Commonwealth listen and find this worthwhile to take cognizance of.

Two, the Unioners will not inflict acts of violence upon non-combatants or Libertonian civilians, you break this term and I'll personally come for you. If anyone doesn't deserve to be caught in the middle, it's the people trying to earn a living and feed their kids.

Three, the Unioners will not engage in any activities that actively undermine the interests of both the Legion and the Commonwealth in Liberty. Your "commercial" interests of shipping artifacts here means that there's one more mess among the aisles for my men to clean up, there's no reason why you can't ship your "goods" elsewhere and save us the trouble, it's not as if we pose any inconveniences to you beyond the border. As Nationalists, we mind our own business, all we want is the same.

I'm a Liberal, Mister Weiss, I believe in Freedom and Acceptance, not Despotism and Tolerance. I'd urge that you consider all that I'm saying just as I did for you. I'll pitch this to the Commonwealth out of an obligation to always do the right thing and uphold benevolence.

Perhaps this conflict.. much like the engagement against Harmony was instigated by a malefactor in our ranks. Let's just hope our demons stay dead.

For now I ask that you wait until a statement of acceptance or denial can be made in regard to both considerations.

The directorate has met in session - the dove passed muster. We'll accept, providing a few definitions are nailed down tight.

Artifact shipping isn't a negotiable. Its how we feed our families. Pacifica earns a trade producing ships for the underworld, but not every Unioner space station comes with functional production lines an' the goverment made its position on givin' us gainful employment clear a long time ago. I could lie directly to your face and tell you we won't ship the stones, but I can't stop individual Unioner cells from doing so. I don't have the power, nor can I let my people starve in good conscience. We don't have a secure system of resource heavy planetary bodies from which to suck the marrow dry like y'all do; we don't have anywhere to settle down and develop infrastructure under fresh, non-recycled air that hasn't passed through a million lungs. We have to live as intermediaries for other groups, because that's the only path of life open to us. It's not a moral issue, it's necessity. Frankly, carved-up chunks of crystal don't kill people. If some rich artist or hack wants to pay top bill for it, it's on them. We had no wilde in our ranks in the Nomad War that we'd ever flushed out, an' if there's infected in the movement today they sure don't make themselves known. Harmony's well aware where the money for their munitions comes from. We're famous as middle-men - but we try to profit from the chaos orderly, like. We're not the cause, we're not a symptom. We might carry the pathogen, but be immune ourselves. A strange crises for men privileged enough to give it names.

We've been shipping artefacts for aeons and nobody up from the order down to the core has taken exception to it - 'cept the Hesse, in part because it keeps Crete flush. I won't argue with personal morality, but there's the lay of it. Artifacts are a bigger earner than the greater sins; slavery, hard narcotics, gunrunning. I put a blanket order out on artefact sale and desperate men will sell their humanity to save their flesh. That's how human nature works. I don't know a single Unioner who wouldn't prefer to make a king's living off sellin' tech and grain. But that's the hand the houses dealt us. Sure - you run into our shippers? Enforce your own laws. It's what they expect and it's the risk they take with the job. It's one of the curses of decentralisation - sometimes we all have to get a lil' libertarian if we want to survive the dark.

As for, say, piratin' Synth Foods or Agiera transports. Those transports are insured, as are the crews. We don't deal in hostage takin' or in riled up slaughter. We maraud because you can't hurt a rich man through physical assaults. You hurt the rich man through his wallet. Now, the rich are canny - they try to turn us nobodies against each other by pressing our flesh between the hull-plates and their ill-gotten gains. The fact is, those people get paid hazard fees. They're still going to be in their careers if they offer the goods or not. We're not in the pod-popping business and there will always be collateral. Our hands arn't clean. The fact of it is the average Unioner is as just as terrified of the poor sap with the goods than he is of him. He's not the opponent. He's not the problem - no - he's like us; a symptom, but not the disease itself.

That's the methodology here. It's what we stand for. We rob corp's, not individuals. If y'all seen our interactions with freelancers and independent traders y'all know we either let them roam free or charge low, or for mere information. Corpers get taxed. We like to see it as a tariff against the one percent for all the wages they've denied us. We're not the Rogues, Mister. Someday there'll be a reckoning for all this, and we know it. There's more to all of this than plunder and a jolly roger. We do it this way because we don't have the support infrastructure to play general. Sure - we've got a handful of barely militarized multi-century old relics in service and a whole gaggle of prefabbed cruisers down crewed by the reluctant and starved. They're bonemeal before an army. We can't pretend to be like you because we don't have the resources, the tradition, the history. We are what we are, own that because we have to.

But I'll be reasonable. We'll cut piracy op's up in Tex' real downhill till we can prove there's more substance than style in my words. Till the Legion recognises what they once knew about us - that us, like you, are just men dealing with the bus they've been thrown under. We won't target civilian installations. We'll even give the Sugarland security detail a break for once.

Dalgaard, I'll give you this consideration; the Alster chemical weapons attack that won our cause so much infamy? The bosses were warned a fortnight ahead, and word disseminated to the men-on-the-ground through the Hamburg labour gangs. Those who were there, chose to be there, chose to kiss the ring. Republican forced men in there because it factored that it could ride the insurance high all the way to Wall Street and let good men die for it. Unioner Hamburg recruitment upticked after that. The dark fact of it is that that when you're fighting dirty, uphill, just to survive, you can't afford to have righteousness at your back. You need to know the line, and when it can't be crossed. The Legion's alive because it's drawn that line for itself. So is admiral Knight.

We'll stick to the proposal. No Unioners in Texas without pre-consent or the company of the Harmony Battlegroup. Those that are, are in mutual violation of the agreement and can be assumed to be actin' on their own impulse. However, we'll be expecting the same from the Legion in Bering. Come with company or expect the rain. Nothing helps brings down tensions like clearly defined RoE.

A hellfire Legion battleship came within twenty kilo of the Pacifica defence grid and set off the entire local defence net. It's damn lucky it ran to Hudson before the bomber wings arrived. Ident was the HFB-Polyphemus. We'd make a bigger scene over the situation but the vessel jumped before we could roll gun camera.

I gave you a chance, but clearly you took my kindness for weakness and proved that you both can't respect our boundaries and just how big of a damn liar you can be.

This is out in the open for Harmony to see. I made you a promise, Mister Weiss, if you hurt someone that didn't deserve it and was trying to work for a living that I'd come for you personally.

I'm keeping that promise, these talks are suspended, the Legion will offer no further compromise to the Unioners. All you had to do was be reasonable, leave the middlemen that do nothing but put their kids through school alone. 'Ah told you yer' had free reign to enforce your laws within your territory without breaking the entente. Unioners know the risks. They take those risks and you catch them? Your land, your rules.

I expect the same privilege in return. 'Ah am enforcing that privilage on the captain of your warship that violated a no-fly-zone and pointed heavy ordinance at non-combatants.

'Ahm going to keep you briefed. There's a datapad on my desk ordering pre-position of MOX fuel dumps to North Texas. I will order a good half of Pacifica's standby flotilla up to Texas, for jump prep to Kansas, whereupon they will proceed to America Freeport an' start blowing off modules. You sanction non-combatant targets an' I will enact total war before you can jump to attention and spit-polish your jackboots. We have both the resources an' the time to do this. You haven't seen our militarised cells yet. You will. We'll be sendin' battle-hardened veterans of the Omega war right at you, in new equipment constructed for that war which never reached the lines. You will have a goddamn problem.

I'm hoping it won't come to that. This is not a threat, this is a brief. This is the contingency plan we've had in place for several months should compellin' evidence be found that the Legion is in danger of conductin' a strike on the general wealthfare of the Bering noncombatant zone.

I wanna' form detente between the Syndicate body an' yer goverment because, unlike what the Hackers think, that yer' cause improves Liberty for the better an' I'm not interested in particularly helpin' the Liberty Navy fight their daemons. You are near-universally liked by the Unioner population despite a year of more-or-less stabbin' us in the kidneys an' trying to force our allies, who wouldn't be around without our support, to abandon us. That's not gonna' fly. There is no scenario where you take that road and come out shining. Now, I'm prepared to offer logistical support, tactical co-ordination and do my damndest to discourage the Unioner undercells from conductin' piracy in Texas if I can your word that you're not goin' to exploit the situation to do us damage.

Lemmie' put it this way. 'We are in the process of attemptin' to help the Separatists supply their fortifications an' have been doin' a considerable amount of engineerin' work on their behalf. Now, we produce most of the supplies they require, but not all of them. Some of them are Bretonian-beholden. Hellfire Legion space sits between what the Seperatists need and what we can provide. I need peace with you, to help our mutual friends.

We helped the Seperatists when it was disadvantageous for us to do so. Now that we've built them to strength, it's mighty convenient that the Legion starts pulling out all the stops. Are they a more politically palletable replacement for what we were to you back in the townships of Guadalajara?

Consider one thing, Dalgaard. We've got no beef with the middle man. We want to harm the top. It is an unfortunate fact of reality that the men at the top place the poor between them, us, and their wealth. We are not monsters and we do not destroy escape pods. We are not killers, we are after machines, and the money. We do not rob the little men, we rob bulk transporters. We have not broken the terms that we outlined. We're always clear on that. We're after the money, an' I will be the first to incarcerate whatever dog claims they're in it for the joy of the kill. Now. Your battleship pointed its guns at civilians. There was no higher agenda. There was no higher purpose. There was no sense of risk, just the exercise of blunt force to make a point. Now that, Dalgaard, disgusts me. That is the definition of terrorism, irrespective as to if you wear a uniform or not.

Do some soul-searchin', Dalgaard - if ya' searchin' for a Cassius Belli you're not going to get one from us. If you want a war, say it to our faces.

I will make sacrifices for peace. I am even prepared to negotiate unfavourable terms, such as restorin' the Legion's access to Pacifica's shipyard and mooring services for better co-ordination between the Legion and the Separatists. We could be your greatest asset in the Liberty eastern borderworlds rather than an audience for the drum drum and fife.

But if you make peace impossible, you'd be better prepared to do more than posture. You'd better be prepared to fight with every breath in your body because once you cross the Rubicon, you do not paddle back.

What will it be? I'm opening this transmission up to the Separatists so they can view this and form their own conclusions. Not just Harmony. The full separatist administrative body, including the Freeport Two administration who would be impacted by any undue war. Perhaps Knight's kin can give us all some situational sanity. You do not get to shuffle your cards in the dark anymore. The chips are down.

'Ah have just received a report that a Xeno terrorist co-coordinating with Hellfire Legion forces just wiped out a Unioner Hanseatic transport haulin' scrap after completing a run supplyin' base elements to the Separatists, was just destroyed whilst transiting Liberty space. Its companion transport escaped and succeeded in its delivery. Twenty three of thirty seven crew have unaccounted for pod transponders. We are engaged in an operation to recover the black box data. The transport was not notified to expect hostilities in its operations zone.

I am very close to signing that order. You're now endangering Harmony supply lines, Legion. Ah' will indulge you screwing with us, but I will not indulge you screwin' with our allies, especially not if you claim to work for their advantage. I bet that Xeno didn't give the same honour to our crews that we gave to that DSE you're suckin' up to.

You'd better bring a damned good explanation for how this supports your moral highground, Dalgaard. Nobody on those transports were a "Pirate", or a "Terrorist". Only terrorist was that Xeneer you're in cahoots with. Look at that.

Pacifica airwing scrambled, recorded the conflict, and returned to roost after express orders not to engage the Legion, provocation or not. Our boys comported themselves boldly and with honour against intense provocation by hostile forces, and did not violate the truce. Note that whilst the Xeener claims he wasn't co-operating with your men, they were exchangin' tactical data and had their flight computers networked.

No doubt we moved into Bering again today, but purely to ensure that livid xeno didn't inflict civilian casualty, and afterward, to gun down two intelligence ships belonging to the Royal Jokes.

You strained an air wing into Kansas, and this time complete strangers and literal enemies of ours slaughtered your fighter wing before we could. I can promise you they won't be getting that chance ever again, if you so much as stick a twig through any of the jump holes that lead to commonwealth space, you'll be burned down along with your pride.

To: The Wilde. That's what we're calling you nowadays, Legion. It's the only logical explanation for your actions.

We will provide the full story, as Dalgaard refuses to provide logs, guncamera footage, or indeed anything absolving the Legion of being blatantly co-opted to do the infected cabal's work for them. Accusing your opponent of being fools is the last resort of those who have no leg to stand on - or perhaps a Nomad pasted to their back.

At twenty three fifty eight hundred hours Hamburg Meridian Time a, Legionary combat Air Patrol comprised of two space superiority fighters operating in S-tandem of the Legion’s own twenty second airwing entered the Tanner Belt in violation of armistice lines, in tactical co-ordination with a Xeno terrorist.

Xeno's assault

This brought the assault to a total of three agitators. The terrorist opened up on Bering defence zone pilot Gunda Riehl, who had scrambled in response to reports of a Gallic Royal Intelligence incursion into the Pacifica defence zone. Scrambled Unioner forces were ordered to return to moor and avoid combat with the Legion, in an attempt to hold the truce. [x]

The Legion then violated Pacifica airspace, heading within five kilo of the station, and snapped images. This violation was allowed to proceed unpunished. Simultaneously, Gallic Royal Intelligence officers entered the immediate space around Freeport Two and started to chart Harmony installations. They engaged the Legion. The Union scrambled to offer support, which the Legion denied. The Xeno then attacked a Unioner bomber who responded in kind, taking the Xeno down. The Union attempted contact with the surviving Legionary from the GRI, who fled the Tanner without further conversing with Pacifica defence forces.

GRI fires on Bristol, HF refuses aid, Xeno is destroyed

You will note that this is the same Xeno who was tactically co-ordinated with the Legion, who had killed our pilot several minutes before.

The Union then followed the Legion, intending to snap our own images in Kansas, in tit-for-tat surveillance. The patrol was scheduled to venture no deeper than planet Wichita and the trade station in orbit. It was not scheduled to enter Vespucci or interfere with any militarily critical Hell-fire operations, nor enter engagement, far less than the Legion themselves did to Bering.

Patrol route

Legion forces appear in conjunction with the infected agency 404 and foreign agents of house Kusari, the Kempetai, both publicly declared opponents of the Legion in violation of its stated allegiances.

HF co-ordinates with Kempetai and 404

Hellfire forces appear in conjunction with Agency 404 and Kempetai operatives. They show none of the restraint our forces showed in Bering in response to the Legion's own intelligence operation.

Hellfire, LSF and Kempetai begin hostile action against the patrol force, despite declaration of peaceful intent

The cruiser survived, as did one of the Union's escort fighters, despite heavy immersion in the Pequena Negra.

The Union attempted to make peace with the Legion on the grounds that it would better advance the Seperatist’s agenda. However, this peace is no longer possible after repeated undeclared assaults on Unioner hardware and lives, and co-operation with suspected infected such as the Libertonian and Kusarian Deep-State intelligence services, supposedly declared enemies to all parties to this transmission. It is the Unioner position that we have become the target of a conspiracy between infected intragovernmental groups within the Libertonian deepstate, in attempt to spread discord within the alliance against the Libertonian Military Industrial Complex by using the Commonwealth of Liberty, known for its history of extremely unethical military experiments, as a proxy force. As the Legion has declared its intent to destroy us utterly, all further communication between the Union and the Hellfire Legion is considered pointless. The Kaiserflotte will be remilitarised and defensive operations against the turncoated Legion will begin apace.

To ensure all tactically significant parties are briefed, this transmission has been opened to the Liberty Rogues and the Lane Hackers, who no doubt be unsurprised to hear that the Legion is now brazenly co-operating with agents of the infected Libertonian and Kusarian governments.

Defensive war is now declared for the following Cassius Beli:

- Co-operation with a hostile power in subterfuge under terms of truce.
- Machinations to undermine the stability of the international Volksrevolution.
- Co-operation with a foreign power against the voksrevolution in a time of truce.
- Co-operation with the infected.
- The use of terror and intimidation against Union civilians.
- Diplomatic Libel.
- Co-operation with the deep state.
- Armed Collaboration with the Libertonian Military Intelligence services.

We advise that Harmony considers the full consequences of working with an entity that apparently co-operates with the infected LSF without informing you.

I'm more than willing to subject myself to a fair scan for an incubus, purely because of how desperate that attempt to attach guilt to our name is.

As for the Agency, they'll get what's coming to them. But the Legion follows a code and tradition, when dealing with both the Republic's lackeys and criminals, we gun down the criminals first. And you, are nothing short of a parasite.

If Harmony wants visual confirmation and additional evidence, they are more than welcome to request for it in this communication. But do you know what I see? I see you, standing in front of a buffet table, and sticking your fingers into every pie in sight. How would the news that the lane hackers are in bed with the unioners fair when broadcasted publically in Rheinland? You see, the lane hackers are careful, sharp and know when to back off and reassess their approach. You, you are clumsy, staggering as you try to appear more bloated than you actually are.

We have never called for xeno support, in fact their resurgence as of late is particularly auspicious, it's almost as if you draw out bad impressions from people. How long before you twist Harmony's arm through hidden negotiations with your "friends" in the hackers and rogues?

How long before you decide to shoot them all down just like that captain, simply because your men can't be controlled and because Harmony is most certainly going to be a stronger force than you ever will be.

Your continual clutching at straws is turning out oddly entertaining, I'll mark this as the height of your desperate attempt to keep Harmony under your thumb and in debt to you.

You had your chance at peace, you shot it down, literally. I fought to give it to you and you squandered it in less than a month. It doesn't take a detective and it certainly won't take calculative minds of the Hackers to deduce that you're an unstable and unreliable partner in any dealing.
