From what I can see - or what I'm allowed to see - in our archives is that the Council are the opposition to the Gallic Royal Monarchy, interested in overthrowing them and liberating Gallia. These people may be more approachable due to their more 'humane' and 'moral' ways.
Some small encounters with the Maquis indicate they wish to brutally destroy the Gallic Throne through any means necessary, these people are the more hostile ones. Terrorists. Death and destruction. As for the Maquis and the Corse? We don't know, we haven't met them. Just ask around when you find yourself in Gallic space. Be subtle, ask people how they feel about them for example.
