im of the opinion beams should only be on coaxial mounted FWGs or battleship sized capitals

big beams on small ships is poopoo

Theres only a few gbs and cruisers in the game with forward gun mounts, though, and most of them are considered pretty subpar. Having a nice anti cap beam to put there might make them more useful and more popular.

Of the top of my head, there's...
Blood dragon gunboat
Orca and Pleco gunboats
House gunboats (lib, Bret, rhein, and kus)
Lib seige cruiser
Blood dragon cruiser

And honorable mention for the red hessian battleship
