Make sure your sound volume of the game is loud. You can also increase the volume of a sound with audicity quite easily. Don't touch the sound/music.ini files though.

Couldnt upload to youtube but I managed to put it on google drive, you should be able to download from there.

I took a basic single sonar ping .wav file, dropped the pitch by about 75%, and added 4 seconds or so of dead time to the end of the ping so it doesnt constantly ping at you too often. It's quieter in game, but not so much that you cant hear it, and I think it fits the spacey-cloak sounds much better.
