This Custodi situation is one of the latter variety. These overriding, consultation-free judgement calls are known as executive decisions, and when life and limb of hundreds of innocent souls are held in the balance by a force requiring the delivery of one such executive decision to defuse the situation, it tends to be made rather quickly.

Between the spike of refugees we picked up as Gallia moved on New London and Riley's offer of resettlement for the Zoners of Canaria, we need to set up some proper police instead of leaving it to the Fleet. I do not object to Riley's offer, but security must be accounted for.
To that end, I recommend Bombardier Nathan Archer and Specialist Ken Matsuda to head this initiative. Agent Shiranui will also assist in setting things up. Shiranui has past experience in the field, and Matsuda was with the KSP prior to... unfortunate decisions that were made. Archer's experience in civilian security likewise makes him a capable asset for the task.
Bombardier Lundin has the appropriate skills, but I don't believe he has the right mindset. He's better left with the Fleet.
