The reason the transfer isn't enabled is because it makes credit stacking way too easy. Hoodlum has mentioned this a few times. Also, if I recall correctly, it is an easy way to lag-bomb the server.
I know that somehow game mechanics involve resetting areas when nobody is looking. This includes patrols, dropped cargo, debris and shipwrecks.
It is not that i don't trust people on the server with transfers but sometimes i need more than just swap a few mil. credits.
I can get 2 machines (come to think of it, i can get a full fleet of them. I'm an IT tech and i have about a thousand computers under my...ehm... gentle rulership), no problem, but i was thinking about the times when i need to pass back-and-forward a bunch of crap.

How about asking friends? or a LPI officer if in Liberty space.
Funnies thing happened once. I was at stakeout with my two xeno buddies, we were waiting for a weapon dealer to undock from the planet, evading the texas npcs and that darn bship and this guy comes along and asks can we do a transfer. I say sure, since its oorp anyway and i lose hostility since i had police to almost neutral then (had to shoot the darn train cd at them every time) so i take the cash. It was about 300million and the dude goes offline.
SHZAM, weapon dealer undocks.
And its a frikkin standstill cause I have no idea what's going on now, and the dealer goes "okay, get the cash here".
And the comments in the group chat were total fail and everything, I just couldn't stop laughing since it was 4am and eh.. So we gave him the cash and just went away, totally defeated.
point is... there's honorable people in the game, don't lose faith, ask politely and someone will always come along.
You can trust most people on this server. otherwise, just start up fraps or something and record the whole thing, if he takes off, then just turn him in to the moderators
better still take the help of someone. Usually I offer them some credits depending on the value of the transfer. recently when i transfer 30m to other account i pay the friendly pilot 2m, just to keep him encouraged and happy.:P
that bring me to another question. Why Credit cards are used and why in the first place they were put up in Discovery. I didnt understand how I can make best use of them therefore I am asking.
1. Use diff windows logins and start FL on both of them, log into diff chars and then go far far away from
any base or patrol area - around 20k, then drop cargo in space and transfer. This works as your char is
still there the server will not loose the cargo. If the server crashes though, you're done... (i think)
2. Use 2 diff accounts on 2 machines, it's obvious that this works because to the server it's 2 diff people.
but use this only when there are almost no players on the server, you don't want to be denying some
player a chance to login and play when the server is almost full
3. Ask any member of an official faction to do the trf. Hell I've even had a LR ask me for a TRF when I was
in my trader - as long as it is agreed that it's OOC, you should be fine and it's safer to trf with a player
of an official faction as they are known and have forum accounts.
