My name is Jerard Voncloud, Commander within Velvet Squadron and currently the Coordinator for the Colonisation of Planet Pygar in Omicron Theta.
Im contacting you on the recommendation of Supreme Guildmaster Nathan Archos from the Core who praised Ageira for your role in helping build a Docking Ring for Nauru in Delta, so i am enquiring about the same assistance for Planet Pygar.
A docking ring for Pygar is imperative for our efforts to colonise, for the Planet is plagued with harsh storms and weather systems which make it difficult for planetary landings, we have to rely upon sensor readings from the surface and Corfu to pick out pockets within the Storms where it is calm enough for a ship to pass through, but that does mean we have to wait for such a pocket to appear before an attempt can be made.
On Top of this the Pygar Colony is being built within the deep caverns and Cave networks in order to shelter from said storms, this adds another factor of difficulty for pilots attempting to land.
The Docking ring would allow for a safer more permanent route down to the surface with faster live updates of the storms on the surface, with better route planning to the landing pads.
We would also request the building of a mooring fixture, for right now supplies and materials must be ferried down using Freighters, which is proving to be quite inefficient for such a large scale build, the ability for larger Transports to dock safely would allow Pygar to become a home for Zoner's substantially faster.
If you are able to build these for us we would be in your debt, of course we will supply the materials and so on, so if you could let me know what would be required for this venture to start we can then hopefully begin this vital step for Pygar.
You have our apologies for delay in response as we were involved with other projects that could not be delayed. Now that we are available, we can start discussing details.
We can of course construct Docking Rings but distance from rest of civilization is a concern. We will need proper NavMaps to know the risks and route towards Pygar in order to estimate time and funding required for such endeavor. We would also like to be notified of hostile organisations within your sector that would impede logistics or constructions.

Melissa is stood in front of a blank canvas, a pleased look on her face as she speaks in a friendly tone.
"Mr. White, pleasure to speak to you. Allow me to introduce myself, I'm Melissa Jones, head of Velvet. I'm assisting with Jerard who is currently very busy at the moment overseeing other projects on Pygar, and will be standing in for him, alongside Miss Sun Koken, Probational Administrator of Freeport 9. I'm sure Mr. Voncloud will stand back in as soon as he is able to, as Pygar really is his baby. However, until then, Sun and I will do our best to stand in for him.
As far as Nav Maps are concerned, I can have members of Velvet's Fighter and Logistics Divisions assist with the moving of materials so that you can have good access to the planet's surface, and as far as protection, so long as you fly alongside us when working on this project, we can ensure your safety. Now, I will speak to our neighbours about you assisting us with this matter, so that they don't cause yourselves any issues on this project. But, be aware, they will request that you keep your presence to a minimum, that I can already guarantee.
Rest assured, with the logistical capabilities of Velvet, the good will of Freeport 9's assistance and the positive relations we have, working together will ensure that this project is done quickly and efficiently, as to minimize any risks that you may encounter."

My turn to apologise for the length of time between replies.
You will have access to whichever NavMaps you may require, i will have Velvet Recon teams scout whichever systems you need them for to ensure we have the most up to date information on them for you. In order to plan the route to Pygar we would need to know where your leaving point shall be, that way again the Recon team can plot the most efficient course for your ships to travel upon.
I would like to assure you that in comparison to the threat's your ships and crews had to face in Omicron Delta the level of danger is many degrees lower in Theta. Generally the only real hostilities you may face are the Corsairs. However we have a standing relationship with the ruling Family so i should hopefully keep the main Corsair threat away from you should they have been one in the first place. This doesn't of course cover those who may not follow the Rule of The Brotherhood, for this in mind Velvet will be sure to offer ship's to escort and protect your work vessel's. Theta is also home to the Black fleet, the main Capital ship power of Velvet which i command, so should i need to flex its might in order to get Pygar its much needed Docking Ring i shall.
Once you let me know which systems you need the Data for and from where your Cargo ships will be departing we can get a route planned out and hopefully this venture will be a step closer to beginning

In the mean time we investigated if we would be capable in completing this project and sadly due to Dual Extension Vectography System (DEVS) calculations applied in the system we have high doubts it can come to fruition. Although i do not doubt the abilities of your staff, i suspect their inexperience with Omicron Theta may have played a part in their calculations.
I wont pretend to understand what is required to crunch these numbers, however there are those on Pygar who do. I commissioned our own investigation using a Corvo cruiser, these ships have the best sensor tech on board that we currently produce.
The crew are telling me that their Dual Extension Vectography System (DEVS) calculations of the system are showing that albeit it would take some effort there is a viable course towards successful construction.
I'm quite happy to set up a meeting if you require your Boffins and mine to meet in order to discuss their results.
