I don't really like it, wasn't a fan of it when I lead LR either. My Rogue will shoot OC caps if they loiter on my turf, but that's the extent of it.

Players, especially new ones, can and will never respect treaties as long as they're not ironed in their faces somewhere. How are they supposed to know about a treaty buried deep down in the forums, when no new player even thinks about the possibility of such a treaty existing in the first place. If an ID is bound to a specific treaty, the information about it should be included in their ID or maybe in a cargo document or somewhere where they can see it.

There's plenty of people who remember and abide by the treaty. And in the end that's what the treaty is there for, when some lolwut brings an OC cap to liberty they get rekt. Nothing new. People not involved would like it to be irrelevant. People who abide by it think it is relevant.

You can ignore it and receive mild consequences such as being shot at by locals for pirating in their domain.

But it's not that easy, if some players think Malta doesn't have to succumb to the treaty due to its political position and bring Caps for example into liberty they have a legitimate inRP reason and are far from just being lolwuts or newbies nor do they deserve being called like that. This also shows that this so called "developed RP lore" is either not the same for everybody or not thought through well enough.

The specifics of the treaty however are probably non-canon to the RP of the NPC factions and indies.
