Sci Data Coded Weapons INFO

Someone has to be able to point me in the right direction here..

I want to roleplay a faction or group to be able to supply me with sci data coded weapons for cruisers

So can anyone suggest a faction or group i can contact through roleplay so that i can supply this roleplay info to be able to get the weapons I need through a player request

OR

Do I not need to do this process anymore and just order through player request ..?
