Seeing as this Rule already exists:

4.6 Players may defend allied ships or ships of the same affiliation within their Zone of Influence, and may always act in self-defense when fired upon regardless of any normal restrictions.

Would it be better to change this:
"Can only attack in self-defense when using cruisers".

To:
"Cruisers can only defend themselves"?

Made a few more edits to my fist post, which avoid repetitions of "can", make the sentences more grammatically correct, and capitalize "within" and "without" for better emphasis.
