They are not responsible for deaths of billions, they are not Gallic Enclave after all. Toledo was not so populated and common casualties during the Nomad War in 800-801 were not so high to reach "billions"

Instead of making everything equally bad
better make everything equally good.

NPCs patrols should be removed as well as station defenses only for anti-siege attacks only.
Using PoBs as 'area-denying' is not really cool thing.
which can be easily fixed by having all PoBs to be Neutral IFF standing only, with allowing hostile list only for anti-siege purposes.

Big ups to this question. It's my intent to rewrite a meaningful rules clarification thread, but getting consensus that you can engrave in text can be tricky. In the mean time, the feel seems to be that in excess of the most steep housegov demands, being Liberty, is dangerous territory.

That is;

- 50.000.000 per month
- 500.000.000 per year
- 1.000.000.000 one-time
