You are facing the toughest challenge Gallia was met with ever since you broke the isolation from the rest of Sirius.
We honor your bravery on the battlefield and we respect that you showed us a more honorable picture of yourselves than during the second Tau War. Yet it is undeniable that the Enclave was never not a part of Gallia and the deep rooted ideological delusion planted by the hopefully dead former Gallic King is still present in Gallia.

The Reformed Empire of Kusari, by will of his Imperial majesty Kogen Tetsuya, of the Nara branch, proved its point against both Gallic Navies in the second battle of Languedoc. Your joint forces suffered greatly, in a for you favorable scenario. You will no longer be able to deny the truth of our success, as vigilantly as you fight, it is time to settle this prior to actual harm being down to the civil population of Gallia.
The Reformed Empire of Kusari will give you the chance to avoid further bloodshed, bloodshed sooner or later reaching the civil population our doctrine so far caused to suffer only absolute minimal harm. It is at you to end this before we shall launch a renewed offensive. Do not tempt the Emperor's patience, be wise and agree to negotiations - take this as a personal advice.

The Reformed Empire of Kusari hereby formally invites the Confederacy of Galllia to the negotiation table. Conditions below.

1) The Confederacy of Gallia and the Royal Enclave forces will lay their weapons to rest for a ceasefire throughout the negotiations, effective immediately. Upon confirmation of this, the Naval Forces will do the same.

2) The Confederacy of Gallia will send a delegation of their diplomats on the way to Lorraine, 2 Gunboats as escorts will be permitted up to Planet Metz. Upon arrival there, the delegation will be escorted to Misaki Station in the Rishiri system where the peace conference will be held.

3) The Confederacy of Gallia may invite 1 delegate from the Royal Enclave in an observer role.

We urge you to choose with the best interest of Gallia's population in mind. The conditions listed are non-negotiable.

I am Nathan de Montfort, speaker of the Parisian Assembly. It was quite surprising from you to receive -for the very first since the beginning of the conflict that is- a communication from the Kusari House. It is quite disappointing that we cannot make a praise on the honor, like you did for our soldiers, for the Kusari leaders this time, as the traitorous attitude from the Kusari House is still in every mind in Gallia.

The Battle of Languedoc ended with great losses on both sides, nevertheless, our forces alongside Enclave's managed to push your fleets out of the system. In the meantime, another battlegroup has entered Lorraine, in pursuit of your retreating forces. And that is only few hours later the Kusari House wishes to negotiate with the Confederacy of Gallia? It would have been wiser to start talks when you were, some weeks ago, pushing our forces back in Languedoc-Dauphine. Your call seems nothing but animated by the fear to see the Gallic forces pushing your forces back even further and therefore making vain this grand scheme aiming for the hegemony of your House in the Taus.

And yet, you have retreated from Gallia. A success? Your forces have suffered colossal losses in a campaign that was supposed to last only few weeks. A success? You have realised that you have failed, and therefore you dare threatening our citizens in an ultimate act of despair to change the current balance in the conflict. How honorless. You shall realize your sharpest blade is nothing but a simple foam sword against the will of the Gallic Citizens.

However, we agree Monsieur le Shougoun that we must avoid further bloodshed, we wouldn't like to see them reaching the Kusari citizens, that is correct.

The Confederacy of Gallia along with the Enclave are willing to discuss with the Kusari House to the negotiation table. Quite ironic to seek negotiations with non-negotiable conditions, though, but we accept them. However, The Parisian Assembly desires to add another condition among the already set ones. The Gallic delegation will be escorted by a personal guard throughout their journey on Misaki to ensure their security. This term is non-negotiable.

If Kusari fails to respect the set terms, our next delegation will meet your reprensentatives within the orbit of New Tokyo planet, on the flagship of the Gallic forces.

Please excuse the rather harsh wording our dear Shogun utilizes. A man of the military is only to an extent a man of diplomacy.
Yamato-sama is a great tactician and the Naval Forces stand behind his and the Shogunate's experiences of the Nomad War, the Tau Campaign and so on. Despite the hostilities between our people, it would be of good advice not to underestimate their tactical knowledge. The Emperor's Fangs did not reach out to Gallia in full strength and ferocity.

Discussing the why and how the Shogunate decides tactical moves should be of no interest to our both sides right now though. This war raged for as long as it can without inflicting heavy damage to either civil population, mostly through war time economy or through other variables.
Civilian casualties are inevitable but should be kept to an absolute minimum. The Reformed Empire of Kusari is not afraid of the Gallic Navy or its citizens, it has come through popular vote among the civil diet that the war pushed by the Shogunate and Emperor did well enough with its intended goals and symbolic value to come to an end here.

This is a mark of no return, if we do not come to a peaceful conclusion of this conflict soon, a war - dragging one, but most likely both sides to the very ground - appears inevitable. It is no choice of fear but a choice of wisdom. A choice to avoid Gallic and Kusarian citizens live in fear and despair from a foreign enemy or their own merciless never-do-wells within their borders.

Your request for a personal guard up to Misaki Station is deemed acceptable. A small fighter squadron alongside two Gunboats should suffice, correct?
We are no fools to inflict harm to diplomats nor should any outsider have knowledge about the conference being held at Misaki.
I look forward to this turning point in history and will attend the conference myself.

You have always been a much more reasonable figure when it comes to negotiate, Monsieur. Even though we meet again in different conditions, as you certainly may remember the pact that we had concluded with the Reformed Kusari Empire, not even a year ago.

We are glad that you accept our proposal for the escort of our delegation to Misaki. They shall meet you tomorrow, the 22th of December 743 A.G.S (827 A.S) and so will the negotiations. We hope that the Confederacy of Gallia and the Kusari House will find an agreement to put an end to this meaningless conflict.

I am pleased to say that after intensive eleven hours of discussions, we managed to come up with multiple articles and the first draft of the "Treaty of Rishiri". We should make haste to conclude the peace negotiations so please do not hesitate us if you have new adjustments in mind.

[+]Treaty of Rishiri

1) The Confederacy of Gallia and all its successors* and the Reformed Empire of Kusari hereby accede to an immediate state of peace between signatories and their recognized and contracted entities.
(*All successors will be bound to the Treaty of Rishiri until they forward a wish for renewed negotiations)

a) Reparation Agreement. All signatory parties hereby agree no side may be held in any manner liable for the war, and therefore no further reparations, compensations, adjudications, legal challenges or further measures, unless specified in the treaty, are required.

b) Warship Wrecks.The Confederacy of Gallia and all its successors agree not to dismantle, smelt or conduct other acts with warship wrecks of Kusari origin which could be described as technology theft. For the purpose of cleaning operations conducted by the Kusari Keiretsu, the Confederacy of Gallia and all its successors may tow the vessels near their borders to Kusari in the systems of Languedoc and Lorraine.
In return, the Reformed Empire of Kusari agrees to purchase La Charite Spaceport for 175% of its net value and will offer free of charge assistance through basic supply shipments to Planet Metz for a period of six months. Additionally, the Reformed Empire of Kusari will offer free of charge assistance for the rebuilding of the Vandoeuvres Space Colony and Saint-Exupery.

2) The Confederacy of Gallia and all its successors will respect the sovereignty and authority represented by the Reformed Empire of Kusari over the systems of New Tokyo, Honshu, Kyushu, Shikoku, Tottori, Hokkaido, Shizuoka (Sigma-21), Saga (Tau-29), Rishiri (Tau-53) and parts of the Tau-31 system (Holman Junction, Trade Lane connections to Tau-23 and Tau-29, the surrounding space up to the "navigational middle" of the system)

3) The Reformed Empire of Kusari will respect the sovereignty and authority represented by the Confederacy of Gallia and all its successors over the systems of Ile-de-France, Burgundy, Champagne, Orleanais, Picardy, Provence, Languedoc, Lorraine, Orkney and Zurich.

4) The Confederacy of Gallia and all its successors hereby acknowledge the exclusive claim and exploitation of natural resources by the Reformed Empire of Kusari in the systems of Rishiri and Tau-23 and will resign from exploiting the resources themselves. Resource purchases from the Independent Miner Guild are freely permitted.

5) For the purpose of border protection, the Confederacy of Gallia and all its successor shall maintain patrol rights 15k around the Languedoc Gate in the Tau-23 system. Direct pursuit of criminals coming from within Gallia's borders into the system of Tau-23 is permitted.

6) For the purpose of protecting commercial vessels conducting business with the Independent Miner Guild within Tau-23, the Confederacy of Gallia and all its successors may send out Navy vessels of up to Gunboat size as direct escorts of their corporate vessels.

7) The Reformed Empire of Kusari acknowledges the contested status of the Roussillon system and shall not hinder operations aimed at the liberation of the system.

8) The system of Tau-44 shall be considered neutral ground to both signatories with warship presence being only permitted with prior briefing of the second signatory.

9) The Reformed Empire of Kusari hereby agrees to denounce the criminal acts of Gallic criminal organizations (the Maquis, the Gallic Brigands) and will treat them like an enemy of Kusari.

10) The Confederacy of Gallia and all its successors hereby agree to denounce the criminal acts of Kusarian criminal organizations (the Blood Dragons, the Golden Chrysanthemums) and will treat them like an enemy of Gallia.

11) All signatory parties hereby agree on the need to suppress the Outcasts and the Cardamine flow and agree to maintain the possibility of joint ventures against everyone aiding them.

12) All signatory parties hereby agree to immediately lift any and all sanctions, embargoes, and hostile laws against all other signatories.

13) All signatory parties hereby agree to freeze the trade flow between each other - exceptional case being article 1b) - until a secondary treaty specifying the trade regulations between both signatory parties has been created.

I hope we can find a mutual ground here.

Our delegation has analyzed the several articles of the Treaty of Rishiri. Most of the points satisfy our expectations, however, we come with some adjustements and counter-offers on some articles.

[+] Treaty of Rishiri
1) The Confederacy of Gallia and all its successors* and the Reformed Empire of Kusari and all its successors* hereby accede to an immediate state of peace between signatories and their recognized and contracted entities.

The changes proposed by the Gallic delegation have been reviewed. The changes made to Article 2 and Article 7 are deemed fully acceptable.
The addition of paragraph 1a is deemed fully acceptable.
The removal of Article 8, 11 and 13 is deemed acceptable.
The removal of Article 12 appears unfortunate and we wish to make a counter proposal.

[+]Article 12 Rewrote

12) All signatory parties hereby agree to lift all hostile laws against all other signatories and adjust them to reflect a cold neutral stance.
Paragraph 1c on the other hand is unacceptable in its current form.
In its current form, the Keiretsu, the Shogunate and myself see a great risk of technology theft being actively promoted by the Parisian Assembly.

At this point, I shall remind you of the Leviathan Accords. The Allies, despite having been violently assaulted by your predecessor, the Gallic Kingdom, without the Royal Navy making a difference between civilians and military personnel, showed sufficient respect towards an enemy to honor the technological integrity of their Military. We do not ask for more than the same degree of respect.

We offer you two choices.
The first one will be that the Keiretsu alongside a contingent of overseers directly belonging to the civil diet receive direct, full transparent insight and documentation on the deconstruction progress with permanent on-site presence. The shipments of wreck parts from the wreck locations to suited stations will be conducted by heavily guarded Keiretsu convoys. Keiretsu security assets will be used for this.

The second choice will be that the deconstruction efforts will not take place in Gallic space and will not be conducted by Gallic corporations but instead that the Keiretsu will receive the freedom to handle all transportation related tasks to enable towing wreckages outside of Gallic space. In return, the Reformed Empire of Kusari is ready to purchase back the wreckages for 180% of market value, estimated by the standard mass of our vessels multiplied with the price per standard unit for highest grade military salvage on the Sirian market.

That would be all for now.

Your counter proposal for the Article 12 is deemed fully acceptable. We also understand your concerns regarding the paragraph 1c and we discussed the two propositions you have been left us with. Our delegation is proposing this choice for the article 1c:

Warship Wrecks will be deconstructed and sorted by Gallic Corporations. The Keiretsu will be permitted to send teams to monitor salvage operations aboard Gallic corporate vessels and stations, they will receive full access to any and all operation being conducted but will not be permitted to use their own vessels within Gallic space. The Reformed Empire of Kusari will be allowed to buy back its salvage for 100% of the current market value at the time.
