Bug: No missions in Texas.

Apart from Austin Depot (which offers missions in Hudson), all bases in Texas don't offer any missions.
It always shows "Too many players are accessing the job board."

That system isn't that quick to fix.
Issues I found:
• Few mission vignettes near the new unlawful bases
• Rogue destroyer really messed up - no mbase entry, old mbase entry now in use by Baltimore, mbase entry missing bar
• Curiously deleting the cruiser only brings missions back to Galveston(not sure if I'd checked Amarillo)
• Vignettes from Amarillo are far away - could cause issues too.
