Dear High Command and mentioned operatives,
In the last few weeks, we as a Fleet have ALL been under immense pressure, from the High Command right down to new recruits that we have.
In regard to pilots and their state of mind, it is always important that we make sure our pilots are fit for duty and are working well under pressure. With regards to Lt. Commander Sinon, I would like to suggest that we can get an expert in to see her and assess her overall fitness and mental state.
It is imperatitve that the 46th Fleet is not put in jeopardy, over a pilot being unfit for duty and being the cause of lives lost when in combat.
I am suggesting that we get a specialist in to examine Sinon and give an overall opinion on whether we should suspend her from duty, or give us an idea what we should do next.
So I am asking all High Command members to suggest if there is anyone we can contact to do this examination.
It pains me deeply to suspend any officer from duty but, I am afraid that we should ground Sinon for the time being and get her fit and well again and given the all clear for duty.

I have reviewed the issues with Sinon Yuki. They gravely concern me, I wonder if they were related to our Kepler mission.
I doubt any one of us in High Command is qualified to deal with the situation. In the meantime I recommend putting the Lt.Commander on leave on the books. And Sir Creed with your permission I would instruct her direct superior - Commander Camille Summers to take charge in dealing with the situation, researching help we can get etc.
Commander Summers - consider this a request to make this your utmost priority. You are the Lt.Commander's direct superior, you have shown great resourcefulness and empathy throughout your duty. I am sure you are familiar with people in distress given your background, and you have managed to single handedly contact external parties before and get things done.
Please see to it to give the Lt.Commander all the care she needs - you will be granted a very generous budget and allocated as much time as you require. We are planning several promotions that can help bridge the time of Lt.Commanders absense, and your time you need to take in assisting her.
Please be discreet, keep us posted, and let's hope Sinon Yuki can return to active duty at some point. But her mental and physical health takes precedence above all.

I have sent a communication to Medforce Enterprises to ask for medical assistance regarding Sinon's condition and whether they can be of assistance and get the Lieutenant Commander back to active service as quicly as possible.
I hope this can be done swiftly and that we will not be in a awkward position and relieve Sinon from duty permanently.
Once this situation is resolved we can get back to a full compliment of Commanding Officers and make sure the 46th Fleet pushes forward and can improve operational status throughout the Fleet.

Subject:Relations with Crayter Military
Dear All,
I would like to start this communication by saying that the Crayter Republic have authorised the purchase of a Dreadnought Class Deimos from their Military Arsenal.
This vessel will be stationed in Coronado, during its build and also during trials for the final preparation for its commissioning.
The Deimos will be made capable of initiating Hyperspace Jumps between Coronado and Liberty space, and this will ensure that we can colaborate with the Crayterian's and also the other Fleets within Liberty space.
Working closely with the Fleet Admirals Flagship Argonaute, she will be used as a support vessel and also as a lone vessel which can be deployed wherever is needed.
I would also like to inform all Capital ship commanders that we will be deploying a fleet of Large Capital assets to Coronado during the building of the Deimos, and for them to be there when trials take place and has to be protected at all costs.
Once the Deimos is complete we will be directing assets for permanent stationing at Sabah Shipyard, as long as the Crayterians will agree to this.
This will mean we can launch a counter strike from Coronado to help the Military there or to be able to cut off hostile forces if they decide to try to escape via California and adjoining systems.
I can also inform everyone that we will be making contact with both the Crayterians and the Bretonian Armed Forces to arrange simulated battle scenarios and training to maybe help if there is ever the need for a combined Strike Force.
So for the moment we will need assets to be stationed at Sabah Shipyard and I would like all Capital ship Commanders to inform High Command of their intention to station any Large asset in Coronado.

Dear All,
Last night we had a very eventful evening, where operatives found a Golden Chrysanthemum within Liberty space and unfortunately there were some Outcasts who decided they would intervene with us escorting the individual from Liberty.
Then what insued was totally unexpected and unbelievable.
The Outcasts were ready to engage our forces and also we had the 5th|Akhetaten present and also miss Wilkes who were here to assist.
Also some other Secondary fleet ships managed to join our forces, who by now were severely outnumbered by Outcast Capital vessels and Rogue and also an Insurgence Battleship, we commenced engagement and the battle was long and hard fought with vessels disabled on both sides and I am glad to say that all rescue pods were recovered safely.
Another item to relay to you all, is we need more support within the Coronado region so that we can help our allies the Crayterians to secure Coronado while the build for the Deimos we are purchasing goes ahead.
Armour Division will be mainly involved with all of the supplies that are needed for the build and we will also be contacting Liberty Corporations for some help to secure supplies that our Armour division cannot complete.
So please relay any information as soon as possible as to what assets we can establish in Coronado to help our allies.

It is now time to consider something that has been on the table and in my filing cabinet gathering dust.
This file contains Class Proposals for certain operations, and I have been looking through them and making adjustments to these, and have come up with the following
INTENT: Designed to define operations of protection and/or transfer of key materials or personnel when intel suggests hostiles are to be expected.
USAGE: Two successful Ops so far, both protecting commercial allies of Liberty in Libertonian space. 1 Transport designated 46th|ARMOR-BARRICADE for key material transportation. HC and pilots recognize ARMOR CLASS as escort operations.
STATUS: Currently in use and operational
CLASS PROPOSAL : ARMOUR - NEW PROPOSAL
INTENT: This Class Proposal is of high importance now, and we will be initiating more ARMOUR operations in the near future, due to our up and coming project.
This division of our Fleet is mainly our logistics operatives, who will keep Salt Lake replenished and making sure the crew and Station are always supplied.
The secondary nature of this division is to aid seizure of contraband and also illegal technology that is aprehended from hostile individuals and these items will be handed over to the relevant authorities. They will also keep stock of munitions aboard the Station so that pilots can access the Armory when needed.
STATUS: Operational fully
CLASS PROPOSAL : RECOIL - SLIGHTLY ADJUSTED
INTENT : Designed to define RECONNAISANCE operations, like information on smuggling routes, confirmation of enemy activity and scouting for hidden threatning elements. Put under the banner of the new RECOIL division, delegated to LtCmd Romeo Darkbeat by Admiral Van Leer.
USAGE : Currently one operation has assesed the route of smugglers through alaska, virginia, texas and NY to and from Omicron Nu, with a foothold being stablished on Alaska and smugling activity reducing slightly. Another Op uncovered an LSF derelict base with lootable craft inside. Each recoil vessel will be equipped with a cloaking device for stealth operations, where caution is needed and the operative can escape any hostiles that endanger the mission.
STATUS: Division fully set up and operational.
CLASS PROPOSAL : LONGBOW - PREVIOUS PROPOSAL
INTENT : Originally devised as what became RECOIL, LONGBOW has been idealized by Fleet Admiral Creed as long range, long term Operations. These can be from criminal investigations and Enemy Base sieges to log term operations, official faction business or war-time operations if Liberty goes to war with other houses.
USAGE : None so far
STATUS : HC studying approval
CLASS PROPOSAL : LONGBOW - NEW PROPOSAL
INTENT : Longbow Class will now be designated to any operation which will have long term effect on our own supply chains, and also can be used to protect Liberty Corporation convoys who enter and leave Liberty.Also we can establish this Class involving our main Fleet and include it for long term military assault operations or perhaps in case of sieges on installations and of course delicate operations.USAGE : None so far
STATUS : HC approval has been given by Fleet Admiral Creed CLASS PROPOSAL : SERAPH - OLD PROPOSAL
INTENT : Originally proposed as the natural succession of RECOIL or LONGBOW operations, SERAPH would be highly classified missions that required cooperation with LSF, LPI or maybe even other factions, such as foreign allied military
USAGE : None so far
STATUS : HC studying Approval
CLASS PROPOSAL : SERAPH - NEW PROPOSAL
INTENT : The original proposal did not end up being approved by High Command, so this proposal will be know as the fgollowing...
Coordination between allied military units can be established with this Class Proposal, which means that our closest allies are Bretonia and Crayter Republic.
This means if there has to be a joint military operation in the future we will use this proposal as much as possible.
USAGE : None so far

CLASS PROPOSAL : DOMINANCE - SLIGHT ADJUSTMENT
INTENT : Devised as a definition for operations that require a large fleet composed of multiple capitals, possibly with a snub or bomber element. Literally, asserting dominance.
After we have had a coordinated battle with one of our allies, this Class Protocol will be used more often and used with effectiveness.
USAGE : Used once to protect envoy convoy to Coronado STATUS : Approved by James Creed.
CLASS PROPOSAL : FOUNDATION/TOPGUN - FORMER PROPOSAL
INTENT : Proposed as training and educational operations designed to keep individuals in all ranks on a state of continuous learning and top performance,, from simple snub training activity on simulators to full rehearsals of patrols and operations of other classes. From previous experience, ARMOR will require special rehearsal and predefined Standard Operation Procedures. we are hoping that Ensign Black_12 be given the lead on this one, provided he is agreeable to this and will be given an increased rank to be able to do this.
USAGE : None so far, but training on simulators needed
STATUS : HC studying approval
CLASS PROPOSAL : - FOUNDATION/TOP GUN - NEW PROPOSAL
INTENT : Proposed as training and educational operations designed to keep individuals in all ranks on a state of continuous learning and top performance, from simple snub training activity on simulators to full rehearsals of patrols and operations of other classes. From previous experience, ARMOUR will require special rehearsal and predefined Standard Operation Procedures. we are hoping that Captain Lex Black be given the lead on this one. We have also had some outside training from other individuals on unarmed combat which has improved our combat capabilities, and this will be incorporated into the foundation.
USAGE : Training on going
STATUS : James Creed has approved
CLASS PROPOSAL : KETER
INTENT : Proposed as extremely risky and delicate operations.These can be missions that require stepping out of naval normal bounds, wartime critical operations that have clear consequences involved or the risk of any Navy installation being destroyed or the lives and livelihoods of 46th members, Naval officers and Liberty citzens be put on Jeopardy.
USAGE : Luckly, none so far
STATUS : Class approved by James Creed
These Class Protocols will be initiated into internal communications between departments and between Admirals.....
These protocols will not be shown under normal conditions to other operatives until needed.
I would like your opinions on this matter and to see if we can incorporate all these Class Protocols with immediate effect and use them as often as we can.

I has come to my attention and also I have had conversation at Manhatten defense ring with a Primary Fleet operative, that we have a situation involving Rheinland Miltary doing incursions into Liberty.
This would be considerd quite alarming in my point of view, and I suggest that the situation is monitored from now on, and we try to verify exactly the intentions of these incursions.
We should try and inform all operatives to make sure they report every Rheinland incursion in the future, so we can keep the Primary Fleets and the Liberty Government informed.
