Matthew Gibbs sat at his desk; he pondered the direction the Xenos had taken over the years, a direction hed had no small part in pushing. But it was getting harder and harder for the Xenos to press their point, Libertys hackles had risen and the Xenos were bearing the brunt of their ire. Perhaps this accidental find of the Alliance leaders could bring some extra firepower or simply a better foundation from which to renew the Xenos campaign.
Gibbs was no fool; he knew that to make this work would revolve about not drawing attention to the Orders status in Liberty. Whilst they were considered enemies of the state and potential allies on paper, they were still outsiders. He would need the full support of everyone involved to make this work. But 30 years of organising the Xenos, of smoothing ruffled feathers, of ensuring that they could call on some help from other folks had enabled him to swing people around to his point of view. He envied the fighter jocks their job was easy, stop the trade and stop the rot. Black and white, up here it was less so, much less so. The Xenos could not stand alone, as much as they wished it so. The Zoners were useful, hut militarily they could not, would not, aid the Xenos. Same could be said for the IMG, almost pointless in Gibbs eyes, but the use of the Freeport was instrumental in giving the Xenos a staging point close to California.
The Order it would have to be. They needed the Xenos, the first time in 30 years that any had claimed that. They needed what little the Xenos could spare and they were willing to accept it. He needed to make sure that the Xenos saw the merit in this proposal.
He set to work; calling in his top advisors ensuring that the most influential of the Xenos were kept informed he began to draft the proposal. The Xenos needed technology that only the Order could provide, the deadly Supernova anti-matter cannon, armour technologies that would make even the puniest starflier more durable. The Xenos could make a handsome deal out of this and all it would cost was landing rights on Xeno bases. Ouray, Kepler and the Barrow, he would never allow them to set foot in the Xenos home turf. Tau -45 did not exist as far as they were concerned.
One of his advisors put forward the idea of the Order perhaps giving them the plans for Eagle and Crow fighters, with a view to Xeno technicians being able to build them closer to home, Gibbs added it to the proposal. Civilian bombers, already in use by a lot of the fighter jocks, as well as the smattering of Taiidans, although a GMG design, a useful tool, at least compared to what the fighters called the Preagle. He added them all.
Now it was onto the part where he denied things to the Order. Nothing larger than a bomber to land on Ouray, with both Prospectors and Greersons gunboats permanently assigned to Ouray any more vessels of such size would strain Ourays ability to operate effectively, he would not however bar them from using Barrow or Nome to service these vessels. Although neither station could handle anything larger than a gunboat, they were just not set up for it. No Order pilot to stray into the JH next to Nome. Anyone found violating this order would be destroyed without hesitation. No Order personnel allowed into restricted sections of Xenos bases, again violation would involve termination.
Everything seemed in order, as it were. He sent it to be properly drafted. Now cam the time to organise a little meeting.

Hoff was on board the Kemosiri dealing with what seemed to be a loophole in the Omicron 100's security regarding trespassers, ordering more patrols within the systems to guard it's entrances and exists. His transmitter was currently turned off while he dealt with the work, until one of his crewman walked in to his office. "Sir, another transmission from the Xenos has arrived."
"Has it?!"
Hoff turned his comm unit back on and read through the transmission slowly, signaling his crewman to leave the room. The transmission had finally arrived about use of the Xenos bases within Liberty space to continue the orders to scan Liberty for more of a possible infestation.
The transmission read that wished for something in return, more specifically our weapons technology. Hoff face started to turn red in anger, there wasn't a chance they'd get access to the Nomad weaponry prototype. He read further, and started to calm again, they wished for a supplies for Supernova Antimatter Cannons along with our armor upgrades in return for docking, refueling, and resupplying privileges within Liberty on their three available bases.
Hoff read the transmission over again, and decided to make his reply.

Gibbs looked at the lates transmission, if the Order could be trusted to do as he asked this time, it was likely they could be trusted again. He considered his options, the firebase in the silverton field was the best option, but to reveal that about Ouray so early in the relationship could be considered foolhardy, no th next best thing was the semi-abandoned base the Serpentis had christened Naga Temple, and it would be fitting too, as it was Copperheads home base.

Hoff wasn’t stupid, he wasn’t going to risk brining a weak and close to worthless transport to transport three of the highest Admirals of the Order so near to Order space. No, Hoff had a better idea. “Lieutenant! “
“Yes, sir!?”
“Get to the deck and give the order to prepare the Kemosiri for long distance travels and to have Order Guard members to come on board; we have a meeting to get to.”
Hoff walked to the command deck as well while opening a voice comm with McKinley and Malacos, giving them the order to get on board the Kemosiri and prepare for long distance travels. Both of them accepted the order without a word and shut down their comm devices.
The command deck was full of crewman working the controls and devices in the room, with the viewing windows at the end. Two Nepythus were seen launching from Planet Toledo, piloted by Mckinley and Malacos. The ships engaged their cruiser engines and requesting docking procedures with the Kemosiri’s docking bay. “Their ships are on board, Admiral.”
“Good, don’t waste time then. Set course for the Unknown jumphole.” Unknown… The horrid system filled with it’s green clouds and asteroid fields, the semi-active Nomad lair. The radiation and technology for the Nomad lair cut most and if not all navigations on board the Kemosiri, but not that it mattered, little nav beckons were placed on the asteroids leading directly to the Tohoku jumphole.
Tohoku… The system was quiet as it usually was, only the arch in the distance. Hoff began to wonder what the Xenos would think bringing a war ship so close in range of one of their only three bases. Not that it would matter too much, as good reason was behind it. The Hokkadio jumphole was nearing.
Hokkaido… “Active the cloaking devices, last thing we need is Kusari knowing were here.”
“Yes sir! Cloaking devices activated, setting course for the New Tokyo jumpgate.
“New Tokyo? … No, we won’t be going through Kusari’s capital, not with the Kemosiri at least. Set course for the Kyushu jumphole, keep clear of their police bases.”
Hokkaido would be one of their biggest systems to travel through; Kusari to close within range it would be so simply for them to detect the Kemosiri if it wasn’t for the cloaking devices built in to the Osiris itself. What Kusari would do if seeing an Order warship within their space would be a disaster if not worse, but their paranoia began to thin as the Kyushu jumphole was activated. Kyushu… The jumphole lead in to the middle of one of the fields in the higher sectors of Kyushu, leading a direct and easy path to the Shikoku jumphole. Hoff went back to thinking about the proposal the Xenos had made, preparing his words for when they were to speak, watching his two Admiral do the same behind him. The time was nearing as they jumped through to Shikoku.
Shikoku… Course was set for the Galileo jumphole, to prevent getting locked down at the Kepler jumpgate by Kusari. Hoff had his speech prepped for the Xenos, and walked over to speak with his other two Admirals.
“Ready?”
Both of them nodded, excited almost, the opportunity to have a base of operations wasn’t something that the Order would come across so easily. One of the Admirals began to speak until the navigations asked them to be seated for the jump to Galileo.
Galileo… The jump was short between Galileo and Kepler, simply avoiding the Hacker base between the two jumpholes and jumping to the Kepler system.
Kepler…
“Admiral, we require the coordinates of the Xenos location”
Hoff opened his comm device again and uploaded the coordinates to the Xenos freighter’s location in to the navigations system and the waypoint was set. Hoff looked at his two Admirals again; both were looking out the viewing windows waiting for the Freighter to come in to sight. But something else came in to range, it didn’t look like a cloud, not an asteroid fields, but Dark Matter.
“Cut the Cruise engines! Take this one by impulse.”
The Kemosiri began to slow, moving through the field as the freighter came in to view, the battleship decloaked and comms were open.
“Fleet Admiral Dustin Hoff of Black Squadron and the Order to Xenos Freighter X3442, respond.”
“Ah Fleet Admi… WHAT IS THAT!?”
The Xenos were surprised by the Kemosiri coming in to view of their scanners, but it didn’t stop them. “Kemosiri requesting merging rights.”
“Err… Uhh… Access Granted.”
The Kemosiri lined up next to the Xenos freighter and a passage way from the battleship connected to the Freighter itself. The three Admirals and five Order Guard walked off the Kemosiri and in to the Freighter where three Xenos waited for them inside.
“Ah, Admirals, glad you made it safely. Follow me; Copperhead and Coachwhip are waiting for you in the meeting room.”
The Admiral was escorted into a cabin which had been turned into an office, being Gibbs personal freighter he found it necessary to have somewhere he could work, somewhere he could think.
Gibbs stood up as the Admiral and his entourage stepped into the cabin, a show of respect never did anyone any harm after all.
Greetings Admiral, thats an unusual transport you have there, one could almost mistake it for a full fledged battleship. Gibbs smiled as he said this, although he wasnt as amused as he made out. He doubted the Navy had any listening devices this far into the dark matter cloud, but it did not do to take risks, and an Osiris class battleship parked here was a risk.
Indeed Mr. Gibbs. We could not risk this endeavour, and besides Black Squadron does not own transports. Admiral Hoff smiled back.
No harm done, shall we get down to business? I trust you have read the proposal and are agreed to it.
Quite so, in return for technologies and ship blueprints we have landing rights to three of your bases. That is how I read it.
Correct, also you will have Xeno aid should you require it for actions within Liberty space. That had been hard to swing, but Chambers had begrudgingly agreed to it, provided that the Order did not abuse such a measure. Gibbs had confidence they would not.
Then all that remains is to sign the declaration gentlemen. Gibbs proffered two separate copies of the document and a two pens. After you Admiral.
The Admiral signed as did one of his entourage, Gibbs and Chambers followed suit.
There we are done, may this be the beginning of a long and useful friendship. Now how about some Bretonian scotch, we liberated it from a transport just last week.

Hoff smiled again, pleased with the Xenos acceptance of the alliance between them two. The advantages gained between the two are much greater then one could just write on paper, much more indeed there could be. Malacos and Mckinley stood behind him still looking at their signatures on the document.
"It's done, gentlemen. The alliance is complete, get the guard down here and start scanning Liberty's systems. And so it begins."
