There is a roleplay restriction enforced by players in Kusari in regards to transporting human cargo:

2-7 Improper transportation of human cargo: Transporting more than 1000 humans in a transport within Kusari territory is considered a crime.

• Offenders are subject to fines and have to unload all human cargo on the nearest corporate or law enforcement installation.*
  *Freighters, "Pelican" Armored Transport, "Corvo" Civilian Explorer, Liners and Yachts are exempted from this.

This means that if you wish to be seen as a "lawful" transporter, you will obey that Kusari law...unless you don't get caught.
