FL's AI does have its limitations. But without then, the Sirius would just seem too empty.
So careful spawn locations, numbers and behaviour according to roleplay is required. But we're still in the middle of fine tuning it.
Best part is when you're flying, say, a BWT and some NPC in a fighter with less than 100 cargo space says "Drop your whatever (3600) or I'll shoot!". Uh huh.

Aye, we've been getting more players late at night. But last night after the server restart there was about an hour where there was around 40 people on, and the NPC spawn was hellorific. We've grown so accustomed to not having them, that having them is a pain.
When it comes to the point that they're interfering with player actions and making it hard for 2 players to interact, it's not a good thing. NPCs really need to lose their CDs.
And yes, Tau 23 is particularly bad, I've jumped in and been gang-jumped by 12ish Outcasts.
Omega 47/49 is also really bad, leveln 19 Titans that DON'T FRAKKIN MISS WITH OVERPOWERED GUNS! Grrr. :angry2:

hmmm, sometimes it can be really lonely on a trading run, cos i get to play when the server load is almost max.... everyone seems to be in ny

/signed, once i was taking a 'shortcut' through the lonelicrons, server crashed when i was *just* past the ravine... i log back on and manage to evade the first patrol, jump into the next system and find a gang of 8 squishies camping the jh

Because Guard Systems should have 'zomg HALP!' NPC swurms in them, but since the server is full so often, the NPCs don't show up, so Weapons Platforms have to be used.
If you choose to fight them they are just as hard.
This allows choice of fight.
This would only address people getting stuck in packs of NPCs though, not the rest of the problems such as trying to stay in one spot for the purpose of talking, detaining, negotiating.
I'd say leave the CDs in, lower the spawn rate to something much more normal so NPC patrols happening upon you are a chance thing and not sure thing, and scrap the mechanism that increases NPC spawns when there are less people in the server.
