Quick study of the IDs and two potential opportunities for weaponizing the rule changes are the AI ID and Zoner ID.
AI is easy to see as a automated hunter-killer merc squad, like a bunch of Terminator droids with space ships. AI is also able to independently hunt pirates in border and edge world systems without a gate, so combine that with bounties that let them hunt in house spaces and you have full coverage pretty much--red is dead everywhere. AI has the cruiser, and also has full access to civilian equipment (Kusari Explorer) plus some other options. Hunter-Killer, only restrained by the new rule 10.
Zoner merc squad might be hard to pull off convincingly, since you have to be hostile with the target, but Zoners are not required to be neutral to anybody so technically not an issue. Zoners have full ship line, including caps. They cannot autonomously hunt outside the bounty rule, but they can aid traders under attack (can fight with no bounty when they find a fight in progress), and the full cap-line presents a different kind of opportunity.
Mercenary ~Kishiro not much of a risk given the above options are so much more compelling.

Thats what confused me - the RP is hopefully to pull Liberty into a neutral relationship - we hadn't planned on it being any better then that, not out of intent, but more were just looking to go for what we can realistically make happen, then go from there.

It's probably due to all the Outcast NPCs you've killed - doing that raises your Liberty Lawful rep quite quickly. As Gheis stated, no IDs are supposed to rephack friendlier except for a few special player faction IDs.

Zoners can't hunt bountied targets. They can only attack targets in self defense. They can only make bounty claims on kills as a result of self defense.
AI has ZoI and tech limitations. Merc Cruiers are now possible considering that we have Pirate Cruisers too, I don't see an issue here.
Stop Q_Q, you're not out of a BHG job, and the engagement rules have not changed at all. You need to learn the difference between actively pursuing a bountied target and making a claim on a bounty board for killing a valid target. Only Mercs and BHG can do the former; everyone can do the latter.
Rule change "NEW 12. Any character/ID may participate in the bounty system. Only the above regulations restrict involvement." where "Any character/ID" is a superset that includes Zoner.

Dunno where you're getting that from. The only geography restrictions on them are diplomatic. And tech-chart gives them 100% civilian access, so not a lot of limits there.
Prior to this change (see where it says "NEW") no other factions had simultaneous access to caps and bounty boards. Zoner and AI are global, with caps, and access to bounties. Pretty good combination.

I'm not QQ I'm looking for opportunities. And you'll notice I specifically asked for clarification about "REGISTERING TO CLAIM" which is license to hunt. Please, lrn2read before falling into insult mode, it makes you look foolish.

It merely makes official what Dusty, myself, and others were saying in this thread.
What this means is, everyone with the exception of the the BHG ID and Freelancer ID are only allowed to claim a bounty on a target they would have normally killed without a bounty.

Zoners can't go around killing people for money. They can however kill a person in self defense, in protection of another trader, etc and then claim the bounty on them.
A Liberty Navy ship can't kill my Zoner because he is bountied by DSE, unless I am violating Liberty Law in some fashion. He can't go, 'You got a bounty die Zoner!'
A BAF officer can't kill an Outcast because Gateway has a bounty Outcasts and he is registered on their board. He has to have some other justification to do so.

What this update does is make it official and clear that there is nothing wrong on people getting paid to do things they are allowed to do.
Now the [LN] can pay a bonus to its members for doing what it is they do. Etc, etc.

Any individual character can still place a bounty on one or more other individuals, specified by name. An Official Faction can still place blanket bounties, specified by ID. These have not changed.
Malicious or ooRP will still be closed by the Admins. I imagine placing a bounty on a friendly or your own ID will result in the bounty being closed.

There are plenty of limitations. They only have their own tech plus Sirius Civilian, which is not known for its amazing weaponry.
As far as using Caps goes, see Daedric's post and use your head.

No, you were not explicitly asking about registering to claim. Registration on a bounty board is restricted by the board operators. "Anyone is able to participate", rule 12.

Registering to claim is expressing intent to engage the named target(s). That is the gatekeeper. If your registration is accepted, you are authorized to engagbung. Gheis already confirmed that anybody could register, within reasonable RP, so there it is. This is not a grey area at all.
There are still requirements that have to be met, things like having positive rep with the bounty board and negative rep with the target(s), but almost every lawful and trade faction has that part already. One thing we're likely to see is some amount of filtering by the bounty board operators. Maybe Kusari wont let BOWEX register, for example. That's the only limiting factor now.
